On 08/23/2024 at 9:30am, Licensing Program Analyst P. Rivas conducted an announced Case Management inspection for an increase in capacity. Upon arrival, LPA met with Applicant, Darcy Spiker and Michelle Miller. Licensee is requesting to be licensed for 48 children ages 2.5-5 years old in Bldg H classrooms C3 and C4. There were no children present during today’s inspection. All indoor and outdoor activity space utilized for the children was inspected today. C3 will have two session (AM and PM) RM C4 will be a full day.Hours of Operation are M-F 7:00am to 5:00pm . LPA informed Ms. Spicer that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPA continued to tour the facility and measured new additional indoor and outdoor activity space. Per Ms. Spicer there have been no changes to room C3 and square footage for C3 will be based on report of 08/29/06. LPA measured room C4 . Total indoor (c3&c4)activity space measured 1762 square feet, which is sufficient to accommodate the requested capacity of 48 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filtered water pitchers. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 08/22/2024.

LPA observed a total of 8 sinks and 4 toilets and 3 urinals available for children’s use. These are sufficient to accommodate the requested capacity of 48 children. There is a bathroom located within the fenced preschool area that has 3 toilets and 3 sinks. The other bathroom that is accessible to school age children has 1 toilet 3 urinals and 3 sinks, these are shared with school age children. A waiver has to be corrected.


The facility currently has a fully fenced playground area. Chain link fencing is at least four feet high. The total square footage for all the outdoor activity space is 13259.55 square feet, which is sufficient to accommodate the requested capacity. Shade is provided via umbrellas. in place. Ms. Spicer indicated that the hours are still the same. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure with manufacturer sticker which has age range of 2-12 year olds, Fall zones are made of wood chips. Drinking water is available via filtered water pitchers and children's own water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant Ms. Spicer was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

Sign in and out will be conducted in classroom or outside. LPA viewed required postings.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Ms. Spicer indicated water has been tested and currently no exceedences.



Applicant Ms.Spicer was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. This is a Title 5 school and will also be operating under those regulations.

Life saving medications will be kept in the classrooms, in locked container on high shelf.


This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed with Applicant Ms. Spicer the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.
