Licensing Program Analyst (LPA), Dean Thompson and Patricia Duron conducted an unannounced Case Management Inspection, met with Director Romela Lorilla to discuss the Lead Sampling testing conducted 07/28/22. LPA, Thompson ensured the Lead Sample Report is posted. Licensee was advised on 08/17/22 the Lead Sample Report was to be posted; LPA confirmed the Licensee posted the Sample Report.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 requires all licensed Child Care Centers (CCC’s) constructed before January 1,2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every five years after the date of the first test.

Community Care Licensing was notified that lead water testing conducted at the facility on 07/28/2022 failed allowable limit for lead. The Purpose of today’s visit is to follow up lead testing results of Action Level Exceedance (ALE).

Instructions for required lead testing are outlined in PIN 21-21-CCP. This PIN which contains Written Directives, have the same force and effects as the regulations contained in Title 22 of the California Code of Regulations.

Director Romela Lorilla stated 1 of the 2 outlets with high lead levels was located inside the kitchen. LPA observed sink inside the kitchen was made inoperable by means of Tape that reads "Do Not Use."Director stated the facility utilizes one of the sinks for food preparation.



The second outlet is located in the Toddler 2 classroom. LPA observed the sink inside the classroom was made inoperable by means of Tape that reads "Do Not Use." Director stated sinks inside the classrooms are used for hand washing only.

LPA’s observed faucets inside the kitchen and Toddler 2 classroom was made inoperable by means of Tape that reads "Do Not Use." Director stated the facility is currently using Brita filtered water pitchers for staff and children in care.

Based on LPAs record reviews the following violation was observed and is being cited in accordance with California Code of Regulations Title 22, Division 12, Chapter 3, Section 101700.3 California Lead Action Level at Child Care Centers is being cited on the attached LIC 809D.



Exit interview conducted and report was reviewed with the Director Romela Lorilla. A notice of site visit was given and must remain posted for 30 days.

Appeal Rights and deficiencies were discussed. The facility representative was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days.

Director made sinks inside the kitchen and Toddler 2 classroom inoperable by means of tape the reads "Do Not Use." Director stated the sink are being repaired today by a plumbing company called Tech One. Director agreed to provide documentation to LPA showing the sinks have been repaired. .

Based on lab report analysis water from faucet E (17.500 parts per billion) and faucet R (13.800 parts per billion). These faucets samples taken on 07/28/2022 indicate levels of lead in exceedance.
