25 | On 10/16/ 2024 at 1:25PM, Licensing Program Analysts (LPAs) K. Navar and Olivia Meza conducted an unannounced Case Management inspection assisted by Master Teacher Alcica Aparicio. The Master teacher was informed of the visit’s purpose and a facility tour was completed. At 1:35PM LPA's then met with Director Aimee Valentin who continued the tour. Census was 22 Infants and 6 staff were present. The facility was operating within teacher child ratios and the licensed capacity and posting requirements were met.
An on-site Facility Personnel Report Summary review indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
Upon arrival the LPAs observed classrooms identified as infants, Todd A, and Todd B Infants were engaged in different carpet activities and sleeping. During inspection of Infants classroom LPA's observed one teacher sitting on the floor in the carpet area with 6 infants and 1 teacher in the kitchen area moving in different directions. LPA's then observed 1 infant asleep in a crib in the napping room that had a napping mat barricaded across the opening to the room. LPA Navar asked who was supervising the infant asleep in the napping room. Staff stated they are trying but no one is in the napping room supervising the infant. LPA's observed Todd A and Todd B bathrooms that appeared to be clean and sanitary.
6 staff files were reviewed; the LPA confirmed that each file contained Teacher Qualifications & Teacher Aide Qualifications and that all required forms were present. The LPA confirmed that 1 staff member is EMSA approved for Pediatric First Aid/CPR expiration date 3/03/2026 and 6 Child Mandated Reporter certifications were on file.
During the visit, the LPA reviewed the regulations for Responsibility for Providing Care and Supervision.
