On 08/12/2024 at 2:00pm, Licensing Program Analyst (LPA), R. Castanon and P. Rivas conducted an unannounced Case Management inspection for an increase in capacity. Upon arrival, LPA met with Applicant Educational Services Assistant Director Timothy Bongco. Linda Prieto, Educational Services Program Specialist was also present during the visit. Applicant is requesting to be licensed for an additional 24 children (48 total) ages 3-5 years old in classroom 102. Hours of operation will be Monday-Friday 8:00am-4:00pm. There were no children or staff present during today’s inspection. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Mr. Bongco that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPA continued to tour the facility and measured new additional indoor and outdoor activity space. Total indoor activity space measured 886.01 square feet, which is sufficient to accommodate the requested capacity of 24 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via water fountains and children are encouraged to bring their own water bottles. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 08/08/2024 with the following special conditions: Approval of Room 211 for part-time class and Room 102 for full day. 24 children per classroom. HVAC has gas pump which requires commercial grade smoke and carbon monoxide detectors that connect to fire alarm. Children will be napping in Room 102. Per Fire Marshall, District is authorized to use residential smoke and carbon monoxide alarm while plans from DSA are processed for approval. Maintain classroom paths of egress. Decorative curtains, material and vegetation shall be flame retardant approved by state Fire Marshall. Maintain fire alarm and fire drills. Failure to comply will result in revocation of fire clearance. (Continue to page 2)

LPA observed a total of 3 sinks and 3 toilets currently available for children’s use. Facility has an existing waiver in place for 2 toilets. The facility will need to submit a restroom waiver to add an additional toilets to accommodate the requested capacity of 48 children.

The facility currently has a fully fenced playground area. Chain link fencing is at least four feet high. The total square footage for all the outdoor activity space is 26,000 square feet, which is sufficient to accommodate the requested capacity. Shade is provided via trees and four canopies. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 2-12 years old which is properly anchored. There is adequate cushioning in fall zones of climber provided by wood chips. Drinking water is available via water fountains and children’s water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant Mr. Bongco was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



Mr. Bongco was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

LPA reviewed with Applicant Timothy Bongco the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Mr. Bongco was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.



Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The following corrections are needed prior to the issuance of the license:

1. Update waiver request for restroom use
2. Waiver request for playground usage

Applicant Timothy Bongco understands that all proof of corrections must be provided to the Department within 30 days or the application may be denied. A license for 48 total children will be granted upon a final file review.

Exit interview conducted and report was reviewed with the Applicant Timothy Bongco. A notice of site visit was given to Timothy Bongco and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
