On 07/22/2025, the Orange County Child Care Office received a complaint alleging: 1) Staff violate children’s personal rights. 2) Staff do not supervise children in care. 3) Staff did not report injuries to authorized representatives. 4) Staff denied children access to the bathroom during nap time. Reporting Party (RP) stated that a child had been told that they could not go to the bathroom during nap time, that they were bad and will have to stand in a corner if they do not listen, and “You’re bad and you need to throw your toy away". RP stated that other children hit a child on the head while in care and staff did not know about it nor report the incident to the parents.
During the investigation, LPA toured the facility on 07/28/2025 and 08/25/2025 and conducted classroom observations, conducted 6 (six) staff (S1-S6) interviews and attempted 4 (four) children’s interviews but only 1 child qualified for an interview, obtained a copy of Kiddie Academy Personnel Roster, Kiddie Academy Classroom Schedule, Blank Rollcall Sheet for week 7/28/2025, Blank Accident/Injury Report, Child Care Facility Roster, reviewed Kiddie Academy Children Personal Rights Policy and Procedure signed by 5 (five) staff, and reviewed live video footage of classrooms and playground during visits.
During visits on 07/28/2025 and 08/25/2025, LPA conducted a facility tour and reviewed live video footage. During classroom observations LPA observed staff supporting children during bathroom time, engaging with children in activities, and supervising children on the playground. On 8/28/2025 LPA observed children napping/resting on cots and staff supporting children. During review of classroom/playground video footage, LPA observed staff supervising and supporting children.
Regarding allegations “Staff violate children’s personal rights”: 6 (six) of 6 (six) staff interviewed described the personal rights of a child means that you are not to deny children food, water, bathroom, sleep, and making sure that the children are safe, respected, and comfortable. 6 (six) of 6 (six) staff stated that they have not witnessed a staff telling a child that they were bad or a child to be threatened to stand in a the corner if they did not listen, and if they see a child experiencing challenges that need adult assistance they will support the child by redirecting them to something that they are interested in. 6 (six) of 6 (six) staff stated that they have not heard of any parent concerns regarding a child’s personal rights being violated. During records review LPA observed 5 (five) signed staff records with expectations pertaining to Kiddie Academies
