On 03/06/2026, the Orange County Child Care Office received a complaint alleging: 1) Staff handled day care child in a physically inappropriate manner. 2) Child received an injury while in care and parent was not notified of the incident. 3) Staff are on their cell phones with their backs turned while children are in care. Reporting Party (RP) said that a child received a scratch on the forearm from S1 and that parent was not notified and Staff #5 (S5) grabbed a child’s shirt as the child ran out of the office and S1 scratched this child and parent was notified; teachers are not supervising children and often found talking among themselves or using their personal phones with their backs turned to the children.
During the investigation, LPA inspected the facility unannounced on 03/11/2026 and 04/22/2026, conducted classroom observations, obtained/reviewed a copy of Kiddie Academy Personnel Roster, Kiddie Academy Staff Cell Phone Policy, Kiddie Academy Supervision Policy, Child Care Facility Roster, Kiddie Academy Enrollment Agreement, Family Handbook Pg.26 and 34 regarding Behavior Management and Accidents/Incidents, reviewed Behavior/Accident/Incident reports for C1, Conducted 6 (S1-S6) staff interviews, attempted 5 children’s interviews (C1-C5), attempted 4 parent interviews.
During unannounced facility inspections on 03/11/2026 and 04/22/2026 LPA observed staff were engaged and supervising children in care. During LPA’s classroom observations of Kinder room, LPA observed Staff #1 (S1) supervising 10 (ten) children. Children were sitting at the tables using paper and writing materials as S1 was walking around the tables and supporting children. LPA observed children were engaged and talking amongst each other.
5 (five) staff interviewed stated there are cameras in the classroom that parents have access to throughout the day. During LPA’s observations of live video camera footage dated 3/11/2026 and 4/22/2026. LPA observed staff to be supporting children with daily needs and activities and no staff on cell phones.
