On 8/22/2025, the Orange County Child Care Office received a complaint alleging that (1) Staff do not ensure that infant food is labeled and dated. (2) Staff do not ensure that infant equipment is kept clean and sanitary. (3) Staff do not ensure that proper napping equipment is used when the child is sleeping. (4) Staff feed a child the food from another child.
During the investigation, LPA conducted facility visits on 6/19/2025. LPA Trinh interviewed 8 staff members and five (5) parents. LPA did not interview the infant children due to their age being too young and not being qualified. LPA Trinh also reviewed records: these included the LIC 500 Personnel Report, LIC 9040 Children’s Roster, the Personnel Handbook, and a receipt for the services yearly from IBEX Building Services (cleaning services) from March 2025 through August 2025. A declaration, A receipt of Costco, and Sam Club’s invoices, and obtained the picture from the facility.
Regarding the allegation (1) “Staff do not ensure that infant food is labeled and dated.” During visits on 8/19/25, and today 9/25/25. LPA observed each infant and toddler classroom has a refrigerator with a basket of milk and food labeled with the child's name. LPA obtained the pictures. LPA interviewed eight (8) staff members, all of whom stated that the staff member receiving a child in the morning will double-check the lunch bag with the children's food labels. Additionally, throughout the day, if staff members notice items that need labeling, they will label them accordingly. All five (5) interviewed parents did not disclose any information related to the allegation.
Regarding allegation (2), the Staff does not ensure that infant equipment is kept clean and sanitary”. During the visit on 8/19/25, LPA observed that the infant and toddler toys on counters, highchairs, teething toys, pillows, and push toys, were clean. During staff interviews, one (1) out of eight (8) staff members stated that they observed Staff #4 (S4) give dirty teething toys to an infant; however, other staff members were able to intervene and reminded S4 to provide clean teething toys to the infants as needed. It was not confirmed if the infant had already put the dirty teething toys in their mouth. All five (5) interviewed parents did not disclose any information related to the allegation.
