32 | During the course of the investigation, LPA Torrence conducted in-person interviews with five staff members.
Staff #1 (S1) stated the following: Staff #2 (S2) shared the video footage with S1. S1 reported observing S3 not rocking the Subject Child’s crib aggressively. S1 stated S3 is not an aggressive person. S1 stated the video did not look aggressive.
Staff #2 (S2) stated the following: S2 viewed the video footage with the subject child’s parent. In the video, S2 observed S3 rocking the crib gently and did not feel the child was being rocked aggressively. S2 stated if the infant was rocked aggressively back and forth, the infant would have been crying or in distress, and S2 did not observe that kind of behavior.
Staff #3 (S3) stated the following: S3 rocks the children in S3’ arms, then once they fall asleep, S3 places child in a crib. If child wakes up, S3 rocks the crib lightly or gently, until they fall asleep or pick child up and rock child in S3’s arms.
Staff #4 (S4) stated the following: when a child wakes up, they sometimes gently rock the crib back and forth. If a child had a difficult time going to sleep, they rock the child in their arms, once child falls asleep, they transfer child to the crib.
Staff #5 (S5) stated the following: they put the children to sleep by cuddling them in their arms and rocking them until they fall asleep, then transfer them to the cribs. If the child wakes up while sleeping in the crib, they pat their stomach and if child is rolling, they pat their backs, and gently rock the crib.
S3, S4, and S5 denied rocking any children’s crib aggressively or witnessing any other staff aggressively rocking a child’s crib.
During the course of the investigation, interviewed staff were able to explain what a violation of a child’s personal rights and were able to provide examples. LPA reviewed interviewed staff Mandated Reporter Training requirement and all staff were in compliance.
During the course of the investigation, LPA Torrence contacted five parents. Out of five parents LPA was able to interview three parents. Interviewed parents had no issues or concerns nor complaints about the facility.
