During the course of the investigation, LPA Torrence requested to view video footages for 12/20/2021 and 01/05/2022; however, S1 stated video footages were deleted after three days. LPA Torrence then requested to view video footages for the week of 01/10/2022-01/12/2022, at various times; 1:20p.m., 1:45p.m., and 2:00p.m. During the review of the video footages, LPA observed two infants sleeping in the cribs with staff sitting on a chair supervising. LPA did not observe staff rocking the infants’ cribs, the viewed video footages did not show evidence of staff aggressively rocking any infant’s crib.

Based on LPA’s interviews and reviewing video footages, there was insufficient evidence to corroborate the allegations. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur; therefore, the allegations are unsubstantiated.
