On 02/04/26, Licensing Program Analysst (LPAs) Olivia Meza and Sarah Garcia conducted an unannounced visit to the facility to deliver findings for a complaint that was initiated on 12/03/2025. LPA Meza met with Director, Dana Davis and explained the purpose of the visit. Director led LPAs on a tour of the facility and observed a total of 21 infants and six (6) staff.

On 11/26/2025, the Orange County Regional Child Care Licensing Office received a complaint with six allegations: (1) Facility being out of ratio (2) Facility co-mingling infants and toddlers (3) Facility let infants sleep on the floor (4) Staff do not ensure rooms are clean and sanitary (5) Facility staff failing to isolate children who are ill (6) Facility does not send home the bed sheets to be washed weekly.

During the investigation, documents were obtained, and LPAs conducted classroom observations. Interviews conducted did not disclose any information to support the allegations.LPA did not conduct children’s interviews. *This page is an amended version of the report dated on 2/04/202*

Regarding allegation (1) Facility being out of ratio. Five (5) out of five (5) staff members stated that they understand ratios for their classrooms and LPA was able to verify. When asked if the staff have observed classrooms being out of ratio Five (5) out of five (5) staff members stated that they have not observed this happen. The Director stated that the facility provides sufficient staffing to ensure ratios. During records review LPA was able to review the daily staffing schedule, and daily attendance sheet for the infants.
Regarding allegation (2) Facility co-mingling infants and toddlers, five (5) out of five (5) interviewed staff stated infants and toddlers are not commingled. LPAs reviewed documentation of the daily rollcall sheet and verified the date of birth of infants in care for each infant and toddler classroom.

Regarding allegation (3) Facility lets infants sleep on the floor, five (5) out of five (5) interviewed staff stated infants are placed in cribs when asleep and that they have not seen an infant placed on the floor to sleep. The Director stated that as soon as an infant falls asleep, staff are told to place the infant in a crib immediately. Regarding allegation (4) Staff do not ensure rooms are clean and sanitary. LPA observed all infant classrooms. Five (5) out of five (5) staff interviewed stated that staff are responsible for cleaning the classrooms and classrooms are cleaned daily and as needed. The Director stated that there is a cleaning list in each classroom. The facility provided LPA Meza documentation of cleaning list and daily operation procedure which includes sanitization.

Regarding allegation (5) Facility staff failing to isolate children who are ill. Five (5) out of five (5) staff interviewed stated that the children are separated when ill. Kiddie Academy Huntington Beach sick child policy which stated when a child becomes ill a designated adult will be called and the child will rest quietly away from the other children in care. Regarding allegation (6) Facility does not send home the bed sheets to be washed weekly. Five (5) out of five (5) staff stated that sheets are washed every Friday and if needed. Staff three (S3) stated that they do laundry every Friday but will wash more often if needed. S3 stated that they wash towels and soft toys that the children use in the classroom.

The Orange County Regional Child Care Licensing Office investigated allegations. Based on information gathered from LPA’s interviews and record reviews, although the allegations may have happened or are valid, there was not a preponderance of evidence to prove the alleged to be UNSUBSTANTIATED.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Director, Loretta Munoz.
