On 11/22/2024, the Orange County Child Care Office received a complaint alleging: 1) Broken water pipes on play yard. 2) Staff was really aggressive with a kid and thru them down on a cot.. Reporting Party (RP) stated there is a broken pipe somewhere on the playground and a staff was really aggressive with a kid and thru them down on a cot.
On 12/10/2024, the Orange County Child Care Office received additional information from RP regarding a child being thrown onto their bed while watching classroom camera in Tadpoles during nap time.
During the investigation, LPA toured the facility, conducted interviews, obtained a copy of Kiddie Academy Personnel Roster, Sign in/out Sheets, Maintenance List, Tadpoles Employee Policy and Procedure, Employee Diaper and Potty Training Policy and Procedure, Completed Diaper Changes, Completed Accident/Injury Reports, Attendance Summary by Classroom, Employee Time Card Approvals, Classroom Daily Attendance Sheets, Daily Chronological In/Out by Classroom, Kiddie Academy Parent Essentials Handbook, Child Care Facility Roster, Staff Document, Unusual Incident Report, and obtained video footage. Children had limited vocabulary did not qualify for interview.
Regarding allegation “Broken water pipes on play yard.” During visit, LPA observed playground grass area along brick wall of playground that had large puddles of stand still dark colored water. As LPA walked closer to the puddles of water LPAs shoes began to sink down into the muddy/grass. LPA observed the puddles to have small flies flying around the stand still dark colored water. LPA then walked to playground corner away from play structure and observed puddles of dark stand still colored water with small flies. As LPA got closer to puddles LPAs shoes sank into the muddy/grass surrounding the puddles of stand still dark colored water. LPA interviewed fourteen staff that stated the playground has had puddled muddy/grass for some time. Two (2) of thirteen (13) staff stated that they have had some parent concerns regarding children’s clothes coming home full of thick mud. Thirteen (13) staff interviewed stated that they try to keep children out of those areas by placing staff in those areas to re direct children away from the stand still dark colored puddled grass/mud and that they do not know why it is like that. Four (4) staff stated the facility is trying to fix it.
