Regarding allegation (1) Teachers are not qualified and do not have enough units.
On the date of 6/16/2025 the LPA observed at least one qualified teacher working in all classrooms. All current preschool staff files were reviewed by the LPA. Eleven (11) preschool staff transcripts were reviewed by LPA to ensure staff credentials. Seven (7) staff members are fully qualified, two (2) staff members are preschool qualified, and two (2) staff members are aids. LPA’s reviewed documentation of facility staffing schedules. The staffing schedule has at least one qualified teacher in each classroom. During interviews, five (5) out of five (5) interviewed staff stated that they were not aware of any unqualified staff working alone with the children. Interviewed parents and interviewed children did not disclose any information to support the allegation.
Regarding allegation (2) Staff does not ensure children are safe and supervised, especially on the playground.
On the date of 6/16/2025 LPA conducted observations of all preschool classrooms and during outside playtime. LPA obtained and reviewed documentation of supervision policy, cell phone policy, and outdoor staff designated supervision zones. During interviews, all interviewed staff provided consistent explanations regarding the supervision policy, cell phone policy and outdoor staff designated supervision zone.
When asked if adequate supervision is provided, S5 stated during outdoor play in the playground area, all staff have designated zones for supervision. There are four (4) zones in total that teachers are spread out to ensure proper supervision. Parents and students did not disclose any information to support the allegations.
The Orange County Regional Child Care Licensing Office investigated the complaints alleging (1) Teachers are not qualified and do not have enough units; (2) Staff does not ensure children are safe and supervised, especially on the playground. Although the allegations may have happened or are valid, based on interviews and record reviews conducted, there was not a preponderance to prove that the allegations did or did not occur, therefore, the allegations are found to be UNSUBSTANTIATED.
No deficiencies cited. A notice of site visit was given and must remain posted for 30 days.
