On 02/04/26, Licensing Program Analysts (LPAs), Olivia Meza and Sarah Garcia conducted an unannounced visit to the facility to deliver findings for a complaint that was initiated on 01/07/2026. LPA met with Director, Dana Davis and explained the purpose of the visit. Director led LPAs on a tour of the facility and observed a total of 49 preschool children and six (6) staff.

On 12/30/2025, the Orange County Regional Child Care Licensing Office received a complaint with the allegation that Staff refused to provide accommodations to child in care.

During the investigation, documentation was obtained, classroom observations and interviews were conducted with the reporting party, staff, children and parents. No parents or children interviewed disclosed information to support the allegation.

Four (4) out of four (4) staff interviewed stated that they have not seen, heard or observed staff members not accommodating the needs of children in care. Staff one (S1) stated that providing adequate accommodation for children in care means making sure that the children feel safe and providing care that meets the needs of the child. The Director stated that during the enrollment process that the facility requests parents to submit the needs and services for each child in care. The Director stated that the needs and services plans are updated every few months and if needed or requested by parents.

LPA collected and reviewed documentation of the enrollment agreement and parent handbook. The enrollment agreement and parent handbook states that the “personal child history” must be completed and returned no later than the child’s first day of enrollment.

The Orange County Regional Child Care Licensing Office investigated the complaint alleging that Staff refused to provide accommodations to child in care. Although the allegations may have happened or are valid, based on interviews and record reviews conducted, there was not a preponderance to prove that the allegations did or did not occur, therefore, the allegations are found to be UNSUBSTANTIATED.
No deficiencies cited. A notice of site visit was given and must remain posted for 30 days.
