Regarding allegation (1) Staff member pulled a child’s hair.
Six (6) out of six (6) staff members interviewed stated that they have either seen, heard or witnessed the incident of the above allegation of S5 (Staff five) pulling the hair of C1 (Child one). Four (4) out of six (6) staff members interviewed stated that they witnessed the incident of the above allegation. S1 (Staff one) stated that they saw S5 grab C1 by their hair to stop them from running away.
Regarding allegation (2) Staff member pushed a child down.
Four (4) out of six (6) staff interviewed stated that they have witnessed the incident of the above allegation of S5 stopping C1 from running away by placing their hand in the face of C2. S2 (Staff two) stated they saw S5 put their hand out while C2 was running and C2 fell on their back. S6 (Staff six) stated that they were able to review video surveillance of S5 placing their hand out to stop C1 from running. S6 Stated that S5 did not safely stop C1 from running.
The Orange County Regional Child Care Licensing Office investigated the allegations: (1) Staff member pulled a child’s hair (2) Staff member pushed a child down. Based on information gathered from LPA’s record review, interviews, and video survelicnce the preponderance of evidence standard has been met; therefore, the allegations are found to be SUBSTANTIATED, California Code of Regulations Title 22, Division 12 & Chapter 1, Section CCR for 101223 (a)(3) Personal Rights violation.
LPA Meza informed Director, Dana Davis that this report dated 02/04/26 documents 1 Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care.
LPA Meza also informed the Director, Dana Davis to provide a copy of this licensing report dated 02/04/25 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
Exit interview conducted and report was reviewed with the Director, Dana Davis. A notice of site visit was given and must remain posted for 30 days.
