On 10/3/2025, Licensing Program Analyst (LPA) S. Jung conducted an unannounced visit to the facility to deliver findings for a complaint that was received at the Orange County Regional Child Care Licensing Office. LPA met with Director, Jennifer Schwab, and explained the reason for the visit. LPA was led on a tour of the facility and observed a total of 30 infant children and nine (9) infant staff.

A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. During today’s inspection the facility was operating within its licensed capacity and within compliance of staffing ratios.

On 8/25/2025, the Orange County Regional Child Care Licensing Office received a complaint with six allegations listed above: Reporting Party (RP) alleged that (1) staff did not accord children dignity in their relationship with staff or other persons, (2) staff handled children in a rough manner, (3) staff did not take precautions to mitigate the spread of illness in the childcare, (4) staff are operating out of ratio, (5) unqualified staff are left alone to supervise children, (6) staff do not ensure that the children's special diets are met.

On 9/3/2025, LPA made an unannounced visit to the facility and interviewed seven (7) staff. LPA could not interview children due to the children being in an infant program and not being qualified. Facility provided LPA with facility roster, attendance sheets, copies of Wellness Plans, and other documents pertinent to the investigation.

All staff interviewed stated that they have not seen any current staff members treat children without dignity or being handled in a rough manner. Two out of seven staff interviewed mentioned a previous staff member who had less patience for certain children in the classroom, but the details of the previous staff's behaviors could not be confirmed. Based on staff interviews and record reviews, LPA verified the steps that the facility has taken to mitigate the spread of illnesses. Facility staff performs regular cleaning, and children with illnesses are sent home with Wellness Plans that detail when they can return to the facility. Facility provided LPA with copies of Wellness Plans and additional written communication sent to authorized representatives regarding children's illnesses. Facility also provided copies of attendance sheets and based on LPA's review of a random sample of dates, the facility was not observed to be out of ratio on those dates. During the visit, LPA reviewed all infant staff personnel files for qualifications. Based on record review, LPA observed some staff to be fully qualified and others to be partially qualified. However, based on the attendance sheets provided and staff interviews, LPA did not find any dates when partially qualified staff were left alone to supervise children. Rather, partially qualified staff are partnered with fully qualified staff to care for children.

Regarding children's special diets, LPA reviewed Infant Needs and Services Plans for infants enrolled. Copies of Needs and Services Plans are kept in the classrooms for staff use. All staff interviewed stated that they feed infants according to the Needs and Services Plans and only serve food that authorized representatives provide daily for each child.

Authorized representatives that were interviewed did not express any concerns regarding the allegations. They stated that they receive regular communication and updates from the facility regarding their children and were generally satisfied with the services that they were receiving.

The Orange County Regional Child Care Licensing Office has investigated the complaint alleging (1) staff did not accord children dignity in their relationship with staff or other persons, (2) staff handled children in a rough manner, (3) staff did not take precautions to mitigate the spread of illness in the childcare, (4) staff are operating out of ratio, (5) unqualified staff are left alone to supervise children, (6) staff do not ensure that the children's special diets are met: although the allegations may have happened or are valid, there was not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.

No deficiencies cited. Notice of Site Visit was given and must remain posted for 30 days.
