Language Services were used for Korean translation to conduct investigation with Translator Identification (ID)# 00000000.

On 02/27/2026, Licensing Program Analysts (LPAs) Deschampe and M. Do conducted an unannounced visit for the purpose of delivering the findings for the above allegations. LPAs arrived at the facility at 9:08 AM. LPAs met with licensee, An Sook Suh and explained the purpose of the inspection. The total enrollment is children with 55 children and 8 staff at the time census was taken. Census due to children on vacation.

A review of staff criminal clearance record on this date 02/27/2026 indicated that all facility staff or other individuals who required caregiver background checks have received criminal record and child abuse index clearances or exemptions.

On 12/09/2025, Orange County Regional Office (OCRO) received a complaint alleging (1) Staff engages

in unusual punishment by isolating children in a dark room and (2) Staff does not follow food services regulations. Reporting Party (RP) stated Staff 1 (S1) punishes children by isolating children and putting them in a dark room (next to the office) alone and stated children are given a non-nutritious snack, one cookie.

During the course of the investigation, LPA interviewed 9 staff members and contacted 10 parents/authorized representatives but only 2 responded. Children interviews were attempted but did not qualify with the Ten Step Investigative Interview.

Regarding allegation: (1) Staff engages in unusual punishment by isolating children in a dark room.

During the staff interviews, 8 out of 9 staff stated they did not witness a child alone in a room. 1 out of 9 staff did not answer the question. S1 stated staff sends kids to the office for timeout.
Staff 10 (S10) stated, a child was in the room next to the office alone, crying and was found asleep. Some staff take a child to the restroom (in their classroom) for disciplinary action since the restroom has no cameras to record their actions. S1 keeps children in the office, and they sit on the floor. S1 confirmed children are brought to the office to be asked about their behavior and if needed, to wait until the parent/authorized representative arrive to pick up the child. S1 stated the children sit on the chair and is always with either the director or office staff until parent/authorized representative arrives.

Regarding allegation: (2) Staff does not follow food services regulations.

During the staff interviews, 9 out of 9 staff stated snacks are provided, with 6 out of 9 staff listing 1 or more of the following: Cookies, cake, milk, crackers, sandwich, muffin, chips, donuts, hot dog, pancake, quesadilla, jelly sandwich, and cupcakes.

S10 stated children are often given water and the snack quality is awful compared to other child care centers. S10 also stated parents/authorized representatives will provide a snack to celebrate their child’s birthday and the snack will be distributed among all classrooms.

LPA contacted 10 parents/authorized representatives but only 2 responded. 1 out of 2 interviewed parents did not make any disclosure regarding the above allegations. Parent 7 (P7) stated the facility should have

less premade/processed food since there are a lot of preservatives in those types of food. P7 stated P7 has observed Costco delivered food including rotisserie chicken and chicken nuggets.

During LPA observations on 02/04/2026, LPA observed lunchtime and children were given a child-sized cup of 1% Lowfat Milk, a serving spoon size of fried rice, a slice of an orange, and strips of fishcake (pictures taken), as per menu (picture taken).

Based on LPA’s interviews and record review, the preponderance of evidence has not been met. Although the allegations: (1) Staff engages in unusual punishment by isolating children in a dark room and (2) Staff does not follow food service regulations may have happened or are valid, there was not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.

The exit interview was conducted with the licensee, An Sook Suh and facility representative, Yooni Kim. The Notice of Site Visit was posted during the visit. The licensee was reminded that the Notice of Site Visit must be posted for 30 consecutive days. Appeal Rights were discussed and provided to the licensee and their signature on this form acknowledges receipt of these rights. Licensee must file an appeal, in writing, to the Regional Manager within 15 business days from the date of receiving the penalty assessment or notice of deficiency. First level appeals should be sent to the Regional Manager at the address listed above.
