25 | On 9/22/2023 at 8:15 a.m., Licensing Program Analyst (LPA) A. Silva conducted an unannounced Required – 1 Year inspection assisted by Director Victoria Castro. Upon arrival, total census was 15 children in one classroom supervised by three teachers. The facility was operating within its licensed capacity and within compliance of staff to child ratios. Care is provided to children from 8 a.m.- 3 p.m., Monday through Friday. This is a state preschool regulated by Title V; vetting to ensure all facility staff or other individuals who require background checks is done through the Placencia Yorba Linda Unified School District.
INDOOR INSPECTION. The LPA inspected the indoor areas identified in the LIC999 Facility Sketch and areas accessible to clients at the time of inspection. The facility was equipped with working carbon monoxide and smoke detectors, working telephone service, and at least one fire extinguisher that meets statutory and State Fire Marshall standards. A record review shows that the last drill was documented on 9/07/23.
The director stated that there are no firearms and/or other dangerous weapons in the facility; none were observed during the inspection. Detergents, cleaning compounds, medicines, and other items that could pose a danger if readily available were inaccessible to clients in care. No poisons or other items that could pose a danger to clients were observed during the inspection. The school offers a morning and an afternoon session. Each session is three hours, which does not allow for a nap period. The facility provides quiet circle time and spaces where clients can nap if they need it.
ON-SITE FOOD PREPARATION: The center provides snacks to the clients in care. At the time of inspection, food prep areas were clean and sanitary, and food was properly stored. Filtered drinking water is available to clients in care. The LPA observed that the facility’s floors, equipment, furniture, and clients’ bathrooms were clean, in good repair, and free of sharp edges. The facility meets all posting requirements.
