25 | Licensing Program Analyst (LPA) Mila Quinto conducted a follow up case management -incident inspection initiated on 9/14/21. This is regarding the UIR -Self Reported on 9/7/21. LPA met with director, Gloriette Cortez. The Covid-19 Emergency Response questionnaire was reviewed and answered by the director. LPA toured the facility with the director. Census was taken. There was a total of 36 preschool children and 6 staff in different classrooms.
A review of facility Personnel Report Summary on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
The incident reported on 9/14/21 that the facility received an email from a parent regarding an alleged inappropriate behavior by a daycare child towards another daycare child. During the inspection of the incident, LPA interviewed 4 staff members including the director. The director stated the facility received an email from a parent stating a child saw another child with their pants down. The director was not aware of this incident as the child did not disclose this to any of the staff. The director stated the incident may have taken place in the afternoon during nap time and bathroom breaks while the child was using the restroom and the other child may have glanced towards the child’s direction shortly after using the restroom and saw the child’s pants were down. The 3 staff interviewed were not aware when and where the incident took place as they did not witness the inappropriate behavior of the child. LPA called 12 parents and left a message of which LPA received a call back from 4 parents. LPA conducted a phone interview with the 4 parents including the parents who sent the email. The 2 parents stated when their child disclosed seeing a child with their pants down, their initial reaction was to immediately send the email to the school. There was no additional disclosure from their child of the incident. The parents did not have further concern of the incident as they do not believe the child intentionally exposed himself to their child. There were no disclosures made from the 2 of the 4 parents interviewed. On 11/5/21, LPA interviewed 5 children, there was no disclosure of the children interviewed who saw or witnessed a child with their pants down.
