32 | Reporting Party (RP) stated staff ignored a baby crying.
During the investigation, LPA interviewed 6 staff members, 2 parents, and reviewed facility records. No children interview conducted due to children being non-verbal.
During the staff interview, 5 out of 6 staff stated they have not witnessed other staff not meeting infants emotional needs. Staff 1 (S1) stated they attend to the children by comforting them and holding them or distract the children with toys. S1 stated they have not witnessed a staff ignoring a crying baby. Staff 2 (S2) stated depending on the situation, they attend to the children right away. S2 stated, if a child is giving a tantrum, they give that child a minute of space before consoling them. S2 stated if a child is difficult to console, they call the office for help. S2 stated they have not witnessed a staff ignoring crying children. Staff 3 (S3) stated they wait a minute and let a child cry, then they assess the child, talk to them, walk with them or console them. S3 stated they have not witnessed staff ignoring crying children. Staff #4 (S4) stated when children are crying, they comfort the children by sitting next to them and hugging them or rubbing their backs. Staff # 5 (S5) stated they have not witnessed staff ignoring a crying baby, S5 also stated they comfort the children by picking them up when they are crying, or rocking them around or feeding them when they are hungry. Staff #6 (S6) stated they assist in the classroom when children are having a rough day, and have not witnessed staff ignoring children crying.
LPA interviewed 2 parents and none of the parents interviewed disclosed any information that could support the allegation
Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged staff are not meeting infants emotional needs while in care did or did not occur, therefore the allegation is UNSUBSTANTIATED.
Exit interview was conducted with Director Gloriette Cortez. Report was reviewed and discussed. The Notice of Site Visit was posted and must remain posted for 30 consecutive days. Appeal Rights were provided.
