The Department received a Complaint on 9/9/2025 alleging Staff doesn’t speak to day care child in an appropriate manner.
Reporting Party (RP) stated a staff 6 (S6) yells at daycare children for no reason.
During the investigation, LPA interviewed 7 staff members, 6 children, and 3 parents, obtained documents such as LIC9040, LIC500, Parent Handbook, Incident reports.
During staff interview, 2 of 7 staff stated they have witnessed S6 speak inappropriately to Child 1 (C1) and will snap at C1 and yell madly with raised voice. 2 of 7 staff stated C1’s face shows C1 gets scared at S6.
During children’s interview C1 stated S6 yells mad at them when children do not listen and C1 feel sad when S6 yells. C1 described yelling and showed an opened wide mouth but no sound. Child 3 (C3) stated S6 yells mad and demonstrated using 2 hands facing each other like measuring how mad when children are not listening and C3 feels bad when S6 yells. Child 5 (C5) stated S6 “yells kind of nice” at C1 sometimes because C1 does not listen and says bad words. C5 stated they feel bad when teacher yells.
During parent interviews, 3 out of 3 parents did not disclose information that could support the allegation.
Based on interviews conducted, the preponderance of evidence standard has been met for staff yells at daycare children for no reason, therefore the above allegation is found to be SUBSTANTIATED. See LIC9099D for a Type B deficiency cited. Civil Penalty was being assessed today for repeated violation from 2/28/25.
An exit interview was conducted, and report and deficiency was reviewed and discussed with Director Sun Chung. The Notice of Site Visit was posted during the visit. The director was informed that the Notice of Site Visit must be posted for 30 consecutive days. Appeal Rights Provided.
