During the investigation, LPA interviewed 6 staff, the director and 6 children and 2 parents.

Reporting Party (RP) stated they heard staff encouraging Child 1 (C1) to fight on January 2, 2026.

During the staff interview, 6 out of 6 staff stated they have not witnessed any staff encouraging children to fight. 6 of 6 staff stated they are aware of children’s personal rights and have not witnessed any staff violating children’s personal rights. Staff 1 (S1) stated they stop children who are fighting by explaining why it is not okay to fight. Staff 2 (S2) stated C1 does not really play with other friends. Staff 3 (S3) stated they talk to the children when they begin fighting. Staff 4 (S4) stated C1 plays on their own. S4 stated when children start fighting, they separate them. Staff 5 (S5) stated they are mostly in the infant room and did not witness staff encouraging children to fight. Staff 6 (S6) stated when children are fighting, they redirect them by separating them and offering a different toy.

Director stated not too many children were in attendance on January 02, 2026, and no incident about encouraging children to fight were reported.

LPA interviewed 2 parents and none of the parents interviewed disclosed any information that could support the allegation.

LPA interviewed 6 children and none of the children interviewed disclosed any information that could support the allegation.

Although the allegation may have happened or are valid, there is not a preponderance of evidence to prove the alleged Staff are encouraging day care children to engage in physical behavior did or did not occur, therefore the allegation is UNSUBSTANTIATED.

Exit interview was conducted with Director Sun Chung. Report was reviewed and discussed. The Notice of Site Visit was posted and must remain posted for 30 consecutive days. Appeal Rights were provided.
