On July 29, 2024 at 9:00am, Licensing Program Analysts(LPAs), P Rivas and R Castanon conducted an unannounced Case Management inspection for an increase in capacity. Upon arrival, LPAs met with Applicant/Director, Heather Lambert Applicant is requesting to be licensed for 136 preschool children in rooms 1, 2,3, 5, and adding rooms 8 and 9. 18 Toddler option children in room 4 (room 4 is divided into two sections). Hours of operation will be Monday through Friday 7:00am to 6:00pm. Present during today’s inspection were 6 toddler option children and 45 pre school children with 13 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Lambert that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. Also advised that all exits are to be secured.

LPA continued to tour the facility and measured new additional indoor activity space. Total indoor activity space measured today for rooms 8 ad 9 was 1739.27 square feet. Director, verified there has been no changes to square footage since originally measured. Square footage measured on 02/26/21 measured at 3971.86 square feet for a total of 5,711.14 square feet, which is sufficient to accommodate the requested capacity of 154 Children(18 of which are toddler option). LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment,

including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filter system and encouraged to bring own water bottles. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on June 11, 2024 for 154 children in rooms 1, 2,3,4, 5, 8 and 9.

LPA observed a total of 13 sinks and 14 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 154 children. Room 4(toddler option) has designated 2 toilets and one sink in the jack and jill bathroom shared with Room5. Room #4 has one sink available for children's use.


The facility currently has a 2 fully fenced playground area. Fencing is wrought iron is at least four feet high. Based on measurements of 02/26/21, The total square footage for all the outdoor activity space is Toddler yard 1904 square feet which is sufficient for the capacity requested for toddler option. The square footage for the preschool play ground is 8769.19 square feet for only 116 children at one time, insufficient for the number of children being requested. A playground waiver to share the playground at different times in the AM and PM due to limited square footage was submitted. Shade is provided via trees and overhang and steel shade built into fencing. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. There is a climbing structure on the playground for early childhood, there is no manufacturer's sticker available, which is properly anchored. There is adequate cushioning in fall zones of climber provided by wood chips, and turf(toddler option). Drinking water is available via jug and children use own

water bottle. LPA observed all hazardous items on the playground to be inaccessible to children. Director Ms. Lambert was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).


Ms. Lambert, Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

LPA reviewed with Ms. Lambert, Director the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA discussed the safe sleep regulations with Ms. Lambert, Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Ms. Lambert was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
