During the investigation, LPA conducted a physical plant inspection, interviewed 9 staff members, 4 parents, and obtained the facility children’s roster. Children were not interviewed due to being non-verbal.
During the staff interview, Staff stated that the facility is always within compliance of children's rights, and that all staff are aware of children’s personal rights regulations. All Staff in the facility stated children don’t have to wear bibs if they do not want to wear them during snacks or lunchtime. All staff denied taking the food away from the children or witnessing any staff taking food away from children if the children refused to wear bibs. All staff stated children have the right to take time to eat their food during mealtime. All staff members denied speaking inappropriately to children or witnessing any staff member speaking inappropriately to children. All staff members stated they redirect the children to other activities when they discipline the children. All staff members stated that they speak to the children in a soft voice and appropriately.
All four interviewed parents did not express any concerns with the care given to the children, or any issue with any staff. Parents stated they are happy with the facility and would recommend the facility to others.
Based on LPA’s observations, documents reviewed, and interviews that were conducted. There is insufficient evidence to corroborate the allegations of Staff handled day care child in a rough manner, Staff withheld day care children's food, Staff inappropriately disciplines day care children, Staff speak to day care children in an inappropriate manner. Although the allegation may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.
Exit interview was conducted with Director, Shanice White . Notice of Site Visit was posted during the visit. Director was informed that the notice of site visit must be posted for 30 consecutive days. Director was provided a copy of their appeal rights (LIC 9058 01/16) and their signature on this form acknowledges receipt of these rights. First-level appeals should be sent to the regional manager to the address listed above.
