Licensing Program Analyst (LPA) Mila Quinto conducted a case management inspection of the facility for the purpose of the facility increasing their capacity from 12 to 30 infant children by adding room 1. Currently, the facility is licensed for 12 infant children in Room 5. Hours of operations are: 7am to 6pm, Monday thru Friday and serving infants ages 3 months to 24 months old.

LPA met with the director, Lisa Parker who gave LPA a tour of the facility. There were 11 infant children in room 5 with 3 staff members.

A review of the Facility Personnel Report Summary on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

LPA inspected room 1 and room 5. LPA observed the following: Room 1 had 5 cribs; the facility has a 2 feet high bookshelf separating the crib area and the indoor activity space. Room 5 has a total of 3 cribs in the designated napping area and cots used for napping infant children. There is a changing table in each room with raised sides at least three inches high with a 1-inch padded surface covered with washable vinyl. Each classroom was observed to have age-appropriate furniture and equipment. Individual storage space was available for each child within the classroom. Toys were observed to be clean and safe. There is carbon monoxide and fire extinguisher throughout the facility.

Fire clearance received from Irvine County Fire Authority on 8/28/23 approving the requested capacity increase of 30 infant children.

As of today’s visit, the total indoor activity measurement for rooms 1 and 5 is estimated to be 1340.04 to meet the requested 30 infants.
Toilets: 3 X 15= 45 children
Sinks: 4 X 15 = 60 children.

Outdoor space is completely enclosed. The outdoor activity area is supplied with age and size appropriate equipment with adequate of cushioning materials made of rubber mats. Total measurement of the outdoor space is: 1014.75divided by 75 square feet=14.

LPA discussed the safe sleep regulations with director, Lisa Parker and discussed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep
as an additional resource. LPA also informed the director the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. The log for every 15 minutes check and the banned items to keep in the childcare facilities were given to Lisa Parker.

The facility is not ready to be license at the time of the inspection. The license will be final reviewed and discussed with management in the Regional Office and after receiving the following corrections. The facility will be notified if any additional information is required.


1- The crib area in room 1 shall be separated from the activity area by a patrician at least 4 feet high and sound absorbing.
2 - Waiver request to use the infant playground to accommodate the 30 children.

Based on LPAs observation and interview, the following technical assistance (LIC 9102) was provided in accordance with California Code of Regulations, Title 22, Division 12, Chapter 3, Section 101439.1(b) and 101439.1(c), Infant Care Center Sleeping Equipment.

An Inspection and exit interview were completed with the director. The report was reviewed and discussed. Appeal Rights were discussed. The facility representative was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Regional Office within 15 business days.

The facility representative was informed that the “Notice of Site Visit” must be posted for 30 consecutive days. The “Notice of Site Visit” must be posted on or adjacent to the door. Failure to post will result in Civil Penalties of $100.00.
