Licensing Program Analyst (LPA) Mahnaz (Nancy) Malek conducted an announced Case Management inspection for the purpose of facility's request to add a toddler option to their preschool program. LPA met with Educational Director, Cristina Naffziger and assistant director, Erick Jimenez. Currently the facility is licensed for 120 children ages 2 to 6 years old in rooms 114, 116, 117, 119, 121, and 122. The facility has requested to include 12 toddlers ages 18 to 36 months old from Toddler Option Program in Room # 119 included in the total capacity of 120 children without changing the total capacity of 120 children on the preschool license.

LPA was given a tour of the preschool classrooms inside and outside by Cristina Naffziger. The director, Catherine (Carrie) Escobedo arrived during LPA's inspection. LPA observed the facility was following CDC and Dept of Public Guidelines. Census was taken. There were a total of 29 preschool children with 8 staff present today.

A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Classrooms are adequately equipped with age and size appropriate furniture and equipment including the requested adding room 119. Drinking water is available inside by a Brita filter water dispenser and water fountain for outside.

requirements. Cubbies available for storage of individual child’s personal belongings and/or bedding


Napping equipment (Cots) are stored in a locked storage room in each classroom. Bedding will be washed weekly at the facility.
Fire clearance approval has been received to add 119 as Toddler Option Room for 12 toddlers.

The inside activity area measurements as of 7/13/2021 are as follows: Total capacity of indoors including classrooms # 114, 116, 117, 119, 121, and 122 are:

55,096 sqft divided by 35= 145 children

The Toddler Option Room # 119 measurement is: 553 sqft divided by 35= 15.8 (16 children).

Bathrooms: children's bathrooms in the preschool area are consisted of:

Total toilets 9 X 15 = 145 children


Total sinks 17 X 15 = 255 children
Toddler Option Room has one toilet and 2 sinks in the classroom which is included in the total above numbers.

The outside activity area measurements as of 7/13/2021 are as follows:
Preschool Playground: 4995 sqft divided by 75 = 66 children

The following were inspected in the outdoor activity space:
Playground is fully enclosed by an appropriate fencing. Drinking water is available outdoors by Brita filter water dispenser and water fountain. Outdoor activity space is supplied with age and size appropriate equipment, including play structure with a slide. An adequate amount of cushioning material consisting of turf with fall zone, which is extra cushioning is in place under the play equipment. Adequate shade is provided by shade sails.

The facility has been granted a waiver for shared outdoor activity. Per facility representative, each classroom will participate in outdoor activity on a rotating basis. An additional waiver is needed for Toddlers from Toddler Option Program to use the playground on a different scheduling.

This facility provides Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.
Every 15 minutes check on children under 24 months old while napping was discussed and a copy of the sample log was submitted to director, Carrie Escobedo.

Notice of Site Visit : A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Notice of Site Visit must be posted for 30 days or $100 civil penalties will be assessed.
Exit Interview : An exit interview was completed with director, Carrie Escobedo. The report and appeal rights were discussed. The facility representative was provided a copy of their appeal rights (LIC 9058 12/15) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Licensing office within 15 business days.
The facility was in compliance with Title 22 requirements at the time of the inspection. Based on today’s measurements, and the sinks and toilets availability, this center has sufficient indoor and outdoor activity space to support the capacity of 120 including 12 toddlers ages 18 to 36 months old in room 119..
The following documents/corrections need to be submitted by 11/27/22 in order to process the request for including 12 toddlers from Toddler Option Program to the Preschool license. The facility representative will be notified if any additional information is required. After final review an updated license will be issued.

1- Waiver request for 12 toddlers to share the preschool playground at different timing's including the Toddlers and preschool schedules, picture of the playground, LIC 500, and LIC 999
