During the investigation on 9/26/2023, LPA interviewed four staff.
The reporting Party (RP) stated staff are providing unsafe teething products to the children and as a solution to the biting issue, they provided all the children in the 2-year-old classroom with a necklace that has a teether attached to it.
During staff interviews on 9/26/2023 all staff stated they have witnessed 2-3 children with a necklace with a teether attached. Staff interviewed did admit, the teether was a recommendation by staff. All staff interviewed stated the necklaces were not provided by the center staff and the necklaces were provided by the parents of the children.
Based on interviews conducted with staff, the Orange County Child Care Office has investigated the complaint alleging (1) staff are providing unsafe teething products to the children: although the allegations may have happened or are valid, there is not enough preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations is UNSUBSTANTIATED.
In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit.

Notice of Site Visit was provided to Director Christina Naffziger and posted on the door. The notice of site visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100. The licensee was provided a copy of their appeal right (LIC 9058 1/16) and their signature on this form acknowledges receipt of these rights.
