On 08/5/25 at 2:00PM, Licensing Program Analyst (LPA), Olivia Meza conducted an unannounced visit to the facility to deliver findings for a complaint that was received at the Orange County Regional Child Care Licensing Office (OCRO) on 6/5/2025. LPA met with Director, Delmy Cuevas and explained the purpose of the visit. Director led LPA on a tour of the facility during naptime and observed a total of 37 children and two (2) staff.

On 6/5/2025, the OCRO received a complaint with four allegations: (1) Staff handled children in care in a rough manner (2) Staff did not prevent children from bullying each other (3) Comingling (4) Teachers treat children rudely. During the investigation an additional allegation that teachers treat children rudley was added.

During the course of the investigation interviews were conducted with the reporting party, staff, children and parents. Staff interviewed stated they have not observed staff members treating children in a rough manner, or rudely and that they have not observed bullying; S5 stated if there is ever a situation where children are not getting along staff will separate children and talk with them about how to respect and treat their friends nicely. All staff interviewed stated that infants are never combined with preschool age students. When asked if children are ever with the infants, C1 stated no we don’t go in there. All children interviewed stated that they are not with the infants.Parents interviewed did not disclose any information.

When asked if teachers treat other children rudely, S5 stated that If a child is from another classroom, a teacher will get on the eye level of the child and communicate. After talking with the child, the teacher will then talk with the child's primary teacher about the behavior they witnessed and what they spoke to the child about. When asked if their teachers are nice, C1 interviewed stated “Yes they are nice and I like to do activities with them.” Parents interviewed did not disclose any information.

The Orange County Regional Child Care Licensing Office investigated the complaints alleging
((1) Staff handled children in care in a rough manner (2) Staff did not prevent children from bullying each other (3) Comingling (4) Teachers treat children rudely. Based on interviews conducted, LPA’s observation, and documents received the allegations are found to be UNSUBSTANTIATED.

Although the allegations may have happened or are valid, there was not a preponderance of evidence to prove the alleged violations did or did not occur.

No deficiencies cited. A notice of site visit was given and must remain posted for 30 days.
Exit interview conducted and report was reviewed with the Director, Delmy Cuevas.
