Licensing Program Analyst (LPA) Thompson conducted an unannounced complaint investigation. This is a continuation of the investigation initiated on 8/13/2025. Upon arrival LPA met with Director Delmy Cuevas, to deliver complaint findings. Director guided LPA on a tour of the facility. LPA observed a total of 15 infant children with four staff.

A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. During today’s inspection, the facility was operating within its licensed capacity and within compliance of staffing ratios.

The Orange County Childcare Office received a complaint on 8/12/2025, with two allegations (1) Staff are commingling infants with preschoolers and (2) Staff are not providing infants with adequate meal service.

During the investigation, LPA interviewed four staff, reviewed staff files, reviewed children files, reviewed infant/toddler meal plans, interviewed five parents, and took pictures while touring inside and outside the facility.



RP alleges staff are commingling infants with preschoolers. RP mentioned they have witnessed toddler teachers bringing toddler children to the preschool classrooms while pushing toddlers in the buggy ride to watch shows that the school has been providing, which are part of the summer program. On 8/13/2025 and on 9/2/2025, LPA reviewed child files for children present and didn’t observe any infants commingling with preschool age children. On 8/13/2025, LPA interviewed four staff from the infant program. Staff interviewed all stated they do not commingle children. Staff stated infant children are pushed in buggies from the classroom through the hallway then outside to the play yard.

On 8/26/2025, LPA contacted 14 parents via telephone call. Out of 14 parents called, five parents were able to be interviewed via phone call. Parents interviewed did not divulge any information pertaining to the allegation alleging staff are commingling infants with preschoolers

RP alleges staff are not providing infants with adequate meal service. RP mentioned, there are also issues with the kitchen; nothing is properly labeled, dated, etc. On 8/13/2025, while touring the infant classroom, LPA observed a separate bin for each infant child present inside the refrigerator. Bottles, dishes and containers of food brought by the infant's authorized representative observed to be labeled with the infant's name and the current date. LPA also observed infant/toddler meal plans. While touring the kitchen, LPA observed food containers to be properly labeled and dated. During staff interviews on 8/13/2025, staff stated anything that needs to be refrigerated is refrigerated. If we move food from its original container, they place the food in a plastic container and write the expiration date on it.

Children were not interviewed due to age and being non-verbal.

Based on LPA observation, file reviews, interviews with staff and parents, there was not enough evidence to substantiate the allegations.

The Orange County Child Care Office has investigated the complaint alleging (1) Staff are commingling infants with preschoolers and (2) Staff are not providing infants with adequate meal service: although the allegation may have happened or is valid, there is not enough preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.


In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit.

A notice of site visit was given and must remain posted for 30 days.
