Licensing Program Analyst (LPA) P. Rivas conducted an unannounced case management visit and was assisted by Laura "Gabby" Johnson, Director and designated applicant. The licensee is requesting an decrease in capacity to 119 pre school children ages 2 to 6 years old, in rooms 1, 2, 3, 4, & 5. and an increase in the toddler option program to 15 toddlers (ages 18 mo-36 mo) in room 8.
Room 7 will now be utilized under the infant program license number 304371513 which is an increase to 16 infants ages 6wks to 24 months. Hours of operation are Monday to Friday from 7:00 am to 6:00 pm.

LPA was advised that there have been no changes to indoor and outdoor activity space in terms of square footage and storage. Based report of 07/01/2021 and measurements taken on that date for rooms 1, 2, 3, 4,5 Total indoor activity space measured at 4165.42square feet , which is sufficient to accommodate the requested capacity of 119 preschool Children. The toddler room#7 measured at 217.46 square feet plus under infant license#304371513 on 07/01/2021 room 6 measured at 357.34 square feet. Therefore the Toddler Option room 8 have a total of 610.72 square feet which is sufficient to accommodate the requested capacity.

LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via faucets, and jug of water or they bring their own water. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 06/20/24.

The kitchen area currently includes, refrigerator, crock pots, small oven, pressure cookers, The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via locked door.
LPA observed a total of 15 sinks and 15 toilets available for children’s use. There are sufficient toilets and sinks in the facility These are sufficient to accommodate the requested capacity of 150 (16 infants, 15 toddler option, 119 preschool children)children.
The facility currently has 3 fully fenced playground areas. (one is under infant license and not counted under this square footage) Fencing is chain link and cinder block and is at least four feet high. On 03/27/24 the toddler yard was measured at 550.65 square feet which is insufficient for the capacity requested. A playground waiver to share the playground at different times in the AM & PM due to limited square footage shall be submitted and approved prior to licensure. Shade is provided via shade sails. There are sufficient outdoor age-appropriate toys and play equipment available on the playground.. The preschool playground measured at 8530 which is insufficient for the capacity requested. A waiver will be submitted. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There are climbing structures on the playgrounds which are properly anchored. There is adequate cushioning in fall zones of climber provided by pour and play and one has wood chips. Drinking water is available via water jug school faucets or own children's water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant Ms. Johnson was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

This facility provides Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. The Director reports there is a current IMS plan in place. The isolation area is the director's office and the bathroom is the adult bathroom in the toddler option room. Life saving medications will be kept in each classroom, other medications will be kept in the Director's office. The following information

LPA advises Ms. Johnson to review lic 311A Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.”

LPA also informed Ms. Johnson of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register

Ms. Johnson was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

The following corrections are needed prior to issuing the requested capacity.

1. two approved wavier requests for shared playground use (one for preschool and one for toddler)

2. Repair/replace outside storage sheds (wood is chipping);pictures ok for proof of correction

3. Final Review

Applicant/Licensee Representative Ms. Johnson understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.


A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted, and report was reviewed with the Director Laura (Gabby) Johnson.
