Licensing Program Analysts (LPA) Aiddee Nunez conducted an unannounced visit to deliver the findings for the above allegation. Upon arrival LPA met with Director Mohanapriya Govindaswamy and LPA toured the facility inside and outside. LPA observed a total of 20 Preschool children with 2 preschool staff.
On 5/15/2023 the Orange County Child Care Office received a complaint alleging Unqualified staff left alone with children in care. LPA was unable to contact Reporting Party for interview, so no additional information was obtained.

During the investigation on 5/19/2023, LPA obtain the personnel report and reviewed the staff files. Based on staff files reviewed it was determined that Staff#1 (S1) is not a qualified teacher, S1 completed 3 units in early child education and is currently enrolled in 9 units courses in early childhood education. Staff#2 (S2) does not have any early childhood education units. Staff #3 is a qualified teacher, S3 has at least 12 units in early child education.

On 6/9/2023 during staff interviews, S1 disclosed that S1 is alone with 12 children during the day. S2 disclosed that S2 usually is with 11 or 12 children but usually there is 2 teachers. However, S2 also disclosed that sometimes S2 is left alone with the children when Staff # 3 (S3) has to go and prepare lunch or snack. Staff have to walk through an empty room to get to the kitchen.

Based on LPA’s reviewing records and interviewing, the preponderance of evidence standard has been met; therefore, the above allegations are found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division & Chapter, is being cited on the attached LIC 9099D for the deficiency section 101216.1(c)(1)(A) Teacher Qualifications and Duties type A and 101216.3 Teacher-Child Ratio type A.

Exit interview was conducted with Director Mohanapriya Govindaswamy. Notice of Site Visit was posted during the visit. Director was informed that the notice of site visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100. Director was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights.
