Licensing Program Analyst (LPA) Mahnaz (Nancy) Malek conducted an announced on site pre-licensing inspection at this childcare center for the purpose of opening a Preschool Center. LPA met with licensee/director, Shirley Scholfield who gave LPA a tour of the new preschool classrooms on the premises. Facility has requested for 136 children including 12 toddlers from Toddler Option Program in 6 classrooms.

The applicant has requested to provide care and supervision for 136 children including 12 toddlers ages 18 months to 36 months old and preschool children ages 2 to 5 years old, Monday through Friday 6:30 AM. to 6:30 PM

LPA observed the facility is following CDC and Dept of Public Health Guidelines. Due to COVID Pandemic parents shall be encouraged to follow the CDC and COVID requirements.

A review of the Facility Personnel Report Summary on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

Parents sign in and out electronically at the entrance of the building. Parents enter the lobby of the facility to go to the designated classrooms. Upon arrival each child has a health evaluation along with hand washing before they participate in the activities.

Isolation area is the corner of the lobby area and the office area which are designated for the child's isolation areas until the child is picked up. Separate mat and beddings are available for the sick child. The staff bathroom which is close to the office is designated for sick children if need to.

LPA discussed the posting requirements including, but not limited to the following:
· Facility License in public area (101160)
· Emergency Disaster Plan (LIC 610)
· Earthquake Preparedness Check List (LIC 9148)
· Parents’ Rights Poster (PUB 393)
· Personal Rights (LIC 613A)
· Menus / Activity Schedule
· Notice of Site Visit (LIC 9213) and Type A deficiencies / Plan of Corrections of Type A deficiencies
· Granted Waivers (available for review)
· Child Car Seat Law (PUB 269) & · COVID Posters.
Posters are posted in the hallway leading to the classrooms.

The following were inspected in the indoor activity space (Total of 6 classrooms)

· Classrooms are adequately equipped with age and size appropriate furniture and equipment. Classrooms with direct exit to parking lot are equipped with alarm system which were tested during inspection.(Room 1, 2, and 3)
· Drinking water is available inside through personalized water bottles and water fountain in each classroom with Dixie cups.
· Sign in/Sign out procedure was reviewed.
· Facility has in-built smoke detectors & carbon monoxide detectors which are wireless. There are 4 fire extinguishers mounted on different part of the walls that meet statutory requirements.
· Cubbies available for storage of individual child’s personal belongings
· Napping equipment: Children in these program will nap on mats, beddings and blankets will be provided by the parents and washed weekly. Additional sheets are available if needed.
· Facility has a full day and part day program and will provide AM/PM snacks and lunch are provided by parents and through catering agency to children.
Rooms are well lighted with proper ventilation

There are two sinks and a drinking fountain in each classroom, There are restrooms to share between the classrooms.
Medications are stored in the locked box . First Aid kit and Emergency kit is present and inspected.

LPA measured the Preschool classrooms. Room 1, Room 2, Room 3 (Toddler Option Room), Room 4, Room 5, and Room 6.

Indoor activity space : 4879.12 divided by 35= 139.40 (139 children). This measurement includes the measurement of Toddler Option Room which is: 525 square feet divided by 35= 16 children in room 3.

Total sinks : 12 X 15= 180 children / Total Toilets: 11 X 15= 165 children
Facility has age appropriate sinks and toilets inside the classrooms to meet the needs of the children.

Outdoor measurements for preschool playground: 12845 square feet divided by 75 = 171 (171 children)


Outdoor measurements for Toddler Option playground: 1300 square feet divided by 75 = 17 toddlers

Facility has designated Preschool yard and Toddler Option yard separately all fenced in outside the classrooms and following were observed:

· Playground is fully enclosed by an appropriate fencing
· Drinking water is available outdoors by personal water bottles and a water fountain and Dixie cups.
· Outdoor activity space is supplied with large and size appropriate equipment, including climbing play structures and outdoor activity toys, trikes, and push wheels.
· An adequate amount of cushioning material such as turf, and poured in place rubber surfacing to absorb falls.
· Adequate shade are provided by large built in umbrellas.
The play structure is safe for the age group to be served (2-6 years old). Toddler playground for ages 18-36 months old has no climbing structure. The whole surface is equipped with poured in place rubber.
Based on the indoor /outdoor measurements, sinks and toilets availability, facility has sufficient space to accommodate a total of 136 children including 12 toddlers from Toddler Option Program in six classrooms. Continued on page 4

Fire clearance received from OC Fire Authority approving the capacity of 136 children.

The document for Director/Licensee, Shirley Scholfield is current on the required Immunization/ Pediatric CPR/ First training and has provided the completion certificate for the Preventive Health training (Nutrition and Lead component) and Mandated Child abuse reporting training.

Following items were discussed at the time of Exit interview.
Criminal Record Statement : Shirley Scholfield was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
Safe Sleep : LPA discussed the safe sleep regulations with Shirley Scholfield and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA discussed the 15 minutes check on napping children under 24 months old with the director and a copy of the sample log was given to her.
