Licensing Program Analyst (LPA) Mahnaz (Nancy) Malek conducted an announced on site pre-licensing inspection at this childcare center for the purpose of change of ownership from license # 304371208 to operate Preschool Program with Toddler Option Component. LPA met with the director, Tamara Kim. LPA was given a tour by the director of the preschool of classrooms. (Total of 10 classrooms including 4 Toddler Option classrooms. (Toddler Option # 1, 2, 3, and 4. Primary # 1, 2, 3, 4, 5, and 6 for preschool rooms).
At the time of the inspection, there were a total of 91 preschool children with 9 staff and 42 toddlers from Toddler Option Component with 8 staff. The toddler group in each classroom did not exceed 12 children.

The applicant has requested to provide care and supervision for 130 preschool children ages 2 to 6 years old including 50 toddlers ages 18 month to 36 months old, Monday through Friday 7:00 AM. to 6.00 PM.

LPA observed staff following CDC and Dept of Public Health Guidelines. Due to COVID Pandemic parents shall be encouraged to follow the CDC and COVID requirements.

Parents sign in and out electronically at the entrance of the building. The entrance is from the front side of the building entering the lobby, office, and classrooms. Upon arrival each child has an health evaluation along with hand washing before they participate in the activities.

Isolation area is the office area, located at the entrance of the facility and there is an additional cot with bedding for the sick child until the child is picked up. The bathroom for sick children is the staff bathroom.

LPA discussed the posting requirements including, but limited to, the following:

Safe sleep posters / SIDS

The following was observed in the classrooms:

· Classrooms are adequately equipped with age and size appropriate furniture and equipment
· Drinking water is available inside through personalized water bottles and drinking fountain.
· Sign in/Sign out procedure was reviewed.
· Facility has in-built smoke detectors & carbon monoxide detectors. There is fire extinguisher mounted that meets statutory requirements.
· Cubbies available for storage of individual child’s personal belongings
· Napping equipment: Children in this program will nap on cots, beddings and blankets will be provided by the parents and washed weekly. Additional sheets are available if needed.
· Facility has a full day and part day program and will provide AM/PM snacks and parents provide lunch to their children.
Rooms are well lighted with proper ventilation.
Medications are stored in the locked box if any.
First Aid kit and Emergency kit is present.

LPA measured the classrooms for toddlers of Toddler Option Component:
Measurements for Toddler Option Component:
Toddler Room # 1 is: 496 square feet
Toddler Room # 2 is: 496 square feet
Toddler Room # 3 is: 496 square feet
Toddler Room # 4 is: 513 square feet
Total indoor capacity for the 4 classrooms are: 2001 square feet divided by 35= 57.15 ( 57 children)
Total sinks: 11 X 15= 165 children
Total toilets: 6 X 15=90 children
Playground measurement: Outdoor activity space is 3830 square feet divided by 75 = 51.7
(51 children).
The toddler option component has its own restrooms and playground. Based on the measurement of the toddler classrooms, outdoor space, and number of toilets and sink, the facility meets the requirements for the requested capacity of 50 toddlers. The director was informed that the maximum group of toddler from Toddler Option Component is 12 children with 2 staff. If this number exceeds, a new group shall be separated from the other group.
Measurements for preschool classrooms:

Total indoor capacity of the 6 preschool classrooms are: 5114 square feet divided by 35= 146.11

Total sinks: 18 X 15= 270 children
Total toilets: 12 X 15=180 children
Playground measurement: Outdoor activity space is 11407 square feet divided by 75 = 152.09

The following was observed for outdoor space:
· Toddler Playground and preschool playground are fully enclosed by an appropriate fencing
· Outdoor activity space is supplied with age and size appropriate equipment, outdoor activity toys,
· There are climbing structure on both playground which are equipped with adequate cushioning materials. Shade is provided by trees and, and awnings.
Drinking water is provided by children's own water bottles, filter water, and thermos container.

Fire clearance received from Orange County Fire Authority approving the requested capacity of 130 preschool children and 50 toddlers. The total measurements of the 4 toddler classrooms and 6 preschool classrooms accommodate 130 preschool children and 50 toddlers.

The director, Tamara Kim is current on the required Immunization/ Pediatric CPR/ First training and has provided the completion certificate for the Preventive Health training (Nutrition and Lead component) and Mandated Child abuse reporting training.

Following items were discussed at the time of exit interview.
Criminal Record Statement : The Director, Tamara Kim was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Safe Sleep LPA discussed the safe sleep regulations with director, Tamara Kim and discussed the Child Care Licensing Safe Sleep webpage at

LPA reviewed the LIC 311A, Records to Be Maintained at the Facility, for child’s records, personnel records, administrative records, and documents to be posted.

A license for a 130 preschool children age 2 to 6 years old in primary # 1, 2, 3, 4, 5, and 6 and 50 toddlers form Toddler Option ages 18 to 36 months old in rooms Toddler # 1, 2, 3, and 4, Monday to Friday 7:00 am to 6:00 PM will be issued after final review, and management approval. The applicant will be notified if any additional documents are needed before issuing a license. On today's inspection, the director submitted/corrected additional documents to LPA which was requested.
