Licensing Program Analyst (LPA) Mahnaz (Nancy) Malek conducted an announced on site pre-licensing inspection at this childcare center for the purpose of operating a preschool program at this site. LPA met with the applicant, Supervisor, Preschool and Childcare Programs of Savanna School District, Fredrika
(Fritzi Gragg) and Site Supervisor, Azucena Olivares. There are two classrooms (Room # 7 and 8) have been designated for preschool children ages 2 to 5 years old. The preschool program is located on the ground of Savanna School District, Twila Reid Elementary School. All the staff are employees of Savanna Unified School district.

The applicant has requested to provide care and supervision for 48 preschool children ages 2 to 5 years old in room # 7 and 8, Monday through Friday from 6:30 am to 6:00 pm. The facility runs a full time program.
Parents sign in and out manually at the entrance of the building. Upon arrival each child has an health evaluation along with hand washing before they participate in the activities.

Isolation area is the Nurse's office, located at the corner of the main school office. A staff person will take the child to the Nurse's office and stays with the sick child until the parent picks up the sick child/ren. There is staff bathroom close to the Nurse's office to be used for sick child/ren temporarily.

LPA discussed the posting requirements including, but limited to, the following:

The following was observed in two classrooms:
Age appropriate furniture and equipment’s
Toys, tactile equipment's
Rooms are well lighted with ventilation.
There is sufficient open area for the child to move.
Storage cubbies are arranged to store personal belongings
Flooring is wood.
Morning and afternoon snacks, and lunches are provided by the facility.
Water is provided in the children's water containers with their names on them. The facility refills the water for children if needed.
Children sleep on cots. Beddings are provided by the facility and washed at the facility on a weekly basis. Blankets are provided by parents and are kept individually for children.
LPA measured the assigned rooms for preschool:
Room # 7 is: 842.60 square feet
Room # 8 is: 842.38 square feet
Total indoor space measurements for both classrooms are: 1684.98 square feet divided by 35 square feet- 48.14 (48 children).
Total sinks: 4 X 15= 60 children
Total toilet: 42 X 15 = -60 children
The facility will request a waiver to share the restrooms with elementary children. There are 2 toilets,

2 sinks, and 2 urinals in the boys' bathroom and there are 4 toilets, and 2 sinks in the girls' bathroom. The facility needs 4 toilets and 4 sinks to cover the requested capacity for 48 children.
The facility representative was reminded that children shall be escorted to and from the restrooms and be under visual supervision at all times.
Outdoor activity space is the playground for TK and Kindergarten children of this school site which will be shared. A waiver request will be sent to our office.
Outdoor space for preschool children is fully enclosed by an appropriate fencing, Outdoor activity space is supplied with age and size appropriate equipment, and outdoor activity toys. The area is covered with adequate of cushioning. There is a high play structure on the outdoor activity space for preschool children with slide. There are swings on the playground too. There are adequate cushioning (foam) around and under the falling zones. Shade is provided by trees and awning.
Fire clearance received from Orange County Fire Authority approving the requested capacity of 48 preschool children in rooms 7 and 8.
The Site Supervisor, Azucena Olivares is current on the required Immunization/Mandated Child abuse reporting training. Her CPR/ First training certificate expires 10/15.
/2023. The site supervisor has been enrolled in the Preventive Health training (Nutrition and Lead component) on 8/10/ and 8/11/2023.
Following items were discussed at the time of Exit interview.
The facility representative, Fritzi Gragg was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed the LIC 311A, Records to Be Maintained at the Facility, for child’s records, personnel records, administrative records, and documents to be posted.

The facility representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
Based on today’s indoor and outdoor measurements, the sinks and toilets availability, the request of the facility for 48 preschool children ages 2 to 5 years old in rooms 5 and 6 will be final reviewed and discussed with management in the Regional Office and after receiving the following corrections. 1- Installing alarm device on the exit push bar leading to parking lot close to the restrooms children will be using on the school ground. The facility representative was reminded that children shall be escorted to and from the restrooms and be under visual supervision at all times.
2- Cots for napping children
3- Waiver request for sharing playground and restrooms. Please send waiver request letters including the outdoor scheduling, LIC 500, LIC 999,, photo of the playground and restroom with posting signs on the stalls and sinks.
4- Health and Safety training certificate (EMSA approved) for the designated staff.
5-Securing tall shelf/book shelf in rooms 7 and 8.
