On August 8, 2024 at 8:50am, Licensing Program Analyst (LPA), Patricia Rivas conducted an announced Case Management inspection for an increase in in capacity. Upon arrival, LPA met with Applicant/Facility Representative , Ms. Melissa Nguyen. Applicant is requesting to be licensed for 16 infants ages 3mos to 18 months in room 105 and 17 toddlers ages 18 months to 36 months in room 106 for a total of 33 children. LIcensee is also changing room 111(previously infant room) to infant napping room. Room #111 will not be used in the capacity determination as it is only used for napping. Hours of operation will be Monday through Friday, 8:00am to 4:00pm.. Present during today’s inspection were 0 children with 0 staff. Summer break. All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Nguyen that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities and that exits are secured.
LPA continued to tour the facility and measured new additional indoor and outdoor activity space. Total indoor activity space measured at 1160.38 square feet, which is sufficient to accommodate the new requested capacity of 33 Children.

LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, cribs, high chairs, diaper changing table with 3 inch boarder and changing mat over 1 inch, rugs, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via bring own bottles and filtered water system. There are sufficient cribs. Room #111 and 111a(formerly separate crib area) will be used for napping infants only therefore square footage for this room is not added. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water on the property. There is a gun on the premises that is under the armed guards' sole control. The waiver is under the preschool license #304270714, dated 022823 Fire clearance was granted on 071724 for a capacity of 94. Which includes the pre school children under license #304270714.

LPA observed a total of 3 sinks and 3 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 33 infants and toddler children.



The facility currently has a fully fenced playground area. Fencing, chain link is at least four feet high. The total square footage for all the outdoor activity space is 1446 square feet which was measured on 08/03/23. which is insufficient to accommodate the requested capacity. However, there is a waiver in place for shared playground

Shade is provided via trees and canopy. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Drinking water is available via children's own bottles and refilled with filtered water. LPA observed all hazardous items on the playground to be inaccessible to children. Ms. Nguyen was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).


Ms. Nguyen was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

LPA was advised that Ms. Nguyen has reviewed lic 311A Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.”

LPA discussed the safe sleep regulations with Ms. Nguyen and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed Ms. Nguyen of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.”

Ms. Ngyuen was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive notification.


No corrections are needed. A license for 33 children will be granted upon a final file review

A notice of site visit was given to Ms. Nguen and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
