Licensing Program Analyst (LPA) Mila Quinto conducted an announced on site pre-licensing inspection at this childcare center for the purpose of operating a preschool program at this site. LPA met with the applicants. There are four classrooms. Room 1, 2, 3 and 4 have been designated for preschool children ages 2 to 6 years old.

The applicant has requested to provide care and supervision for 90 preschool children ages 2 to 6 years old in rooms 1, 2, 3, and 4, Monday through Friday from 7:30 am to 6:00 pm. The facility runs a full-time program. Parents sign in and out manually at the entrance of the building. Upon arrival each child has a health evaluation along with hand washing before they participate in the activities.

Isolation area is the front lobby/ office of the facility. A staff person will take the child to this area and stays with the sick child until the parent picks up the sick child/ren. There is a staff bathroom close to the front lobby/ office to be used for sick child/ren temporarily.

LPA discussed the posting requirements including, but limited to, the following:

The following was observed in the 4 classrooms:
Age appropriate furniture and equipment’s, Toys, tactile equipment's
Rooms are well lighted with ventilation, There is sufficient open area for the child to move.
Storage cubbies are arranged to store personal belongings, Flooring is wood.
Parents provide lunch and snacks for children. Facility will have food/snacks for children available in the event child do not bring lunch/snacks.
Water is provided in each room with a water jug and children will bring water bottle with their names on them. The facility refills the water for children if needed.
Children sleep on cots. Beddings are brought from home and are taken home at the end of the week to be washed.
LPA measured the indoor space in rooms 1,2,3, and 4 with total measurement of 3103.75 divided by 35 square feet equal to 89 children. Based on measurements obtained both indoors and outdoors, the facility capacity will be reduced to 89.
Total sinks: 7 X 15= 105 children
Total toilet: 7 X 15 = -105 children
Room 1 has 2 sinks and 2 toilets near the exit door leading to the playground. Applicant was reminded to ensure full supervision when children use the restroom. Rooms 2,3, and 4 share restrooms located in the hallway.

The preschool outdoor space is 5900.44 square feet divided by 75 square feet = 79 children.

Outdoor space for preschool children is fully enclosed by an appropriate fencing. Outdoor activity space is supplied with age and size appropriate equipment, and outdoor activity toys. The area is covered with adequate of cushioning. There is a play structure on the outdoor activity space for preschool children with slide. There are swings on the playground too. There is adequate cushioning (foam) around and under the falling zones. Shade is provided by canopy .

Fire clearance approval received from Orange County Fire Authority.
The Director, Victoria Garcia is current on the required Immunization/Mandated Child abuse reporting training. Her EMSA Pediatric CPR/ First training certificate expires May 2025. She also has current with Preventive Health and Safety training.

Following items were discussed at the time of Exit interview.

The facility representatives, Noelle Sevilla, Connie Sun and Victoria Garcia were reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed the LIC 311A, Records to Be Maintained at the Facility, for child’s records, personnel records, administrative records, and documents to be posted.

The facility representative was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Based on measurements obtained both indoors and outdoors, the facility capacity will be reduced to 89. Due to the measurements obtained for the outdoor play area, the applicant submitted a request for a waiver with staggered schedule outside play time to accommodate the capacity of 89 children. The facility will be notified if any additional information is required. Exit interview conducted and report was reviewed with the applicant.
