Licensing Program Analyst (LPA) Giselle Lucero conducted an unannounced complaint inspection to deliver the findings for the above allegations. This is a continuation of the investigation initiated on 12/05/2024. Upon arrival LPA met with Director Jennifer Arreola. Director guided LPA on a walkthrough of the facility. At 9 AM LPA observed a total of 5 infants with 2 staff.This facility is regulated by title 5. During the inspection it was determined the facility is operating within its licensed capacity and within compliance of staffing ratios.

A review of staff records on this date indicated that all facility staff or other individuals who required caregiver background checks have received criminal record and child abuse index clearances or exemptions.

The Department received a complaint on 11/27/2024 (1) unqualified staff attending to daycare children and (2) classroom operating out of ratio.

RP reported there are multiple unqualified staff being left with day care children. RP also reported the facility operates out of ratio, there is one staff to 5-6 infants.

During the investigation LPA Lucero interviewed 7 staff, 2 parents, obtained documents and the facility roster.

LPA conducted 7 staff interviews. Staff interviewed made no disclosures regarding the allegations. Staff denied observing or being aware of the infant classroom being out of ratio. Staff disclosed staff #1 (S1) and staff #2 (2) are the infant teachers, if one of the teachers calls out sick, then an additional staff will cover, or admin. staff will order substitutes from child care careers (CCCs).



LPA interviewed 2 parents. Parents interviewed made no disclosures and expressed no concerns regarding the facility.

LPA obtained and reviewed staff clock in/out time sheets and children sign/out sheets for the week of 11/11/2024- 11/15/2024 and 11/18/2024-11/22/2024. Based on staff clock in/out time sheets and children sign/out sheets, LPA did not observe the facility to be out of ratio.

LPA also reviewed staff transcripts for S1 and S2. LPA observed S1 and S2 are fully qualified infant teachers.

Based on LPA's interviews and records reviewed, it has been determined there was insufficient evidence that staff are operating out of ratio. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is Unsubstantiated.

Exit interview conducted and report was reviewed with the Director Jennifer Arreola. A notice of site visit was given and must remain posted for 30 days.
