On February 26, 2024 at 8:30am, Licensing Program Analyst (LPA), Patricia Rivas conducted an announced Pre-Licensing inspection for a change of ownership. Upon arrival, LPA met with Applicant, Ms. Viviana Meza. Applicant is requesting to be licensed for 18 preschoolers (ages 2-5) in classrooms pre school room 1 and preschool room #2 and #3, infants (ages 6weeks-24 months) in classrooms (infant room); and 24 school age children (ages 5-12 years old ) in back building, classrooms 4 & 5. Hours of operation will be Monday to Friday 5:00am to 7:30 pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Meza that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Ms. Meza stated that they will be in the off limits area of the kitchen. . A fully equipped first aid kit is located in every room. There is an operational carbon monoxide detector on site located in the back building and the main building, in preschool room 3. All required licensing documents were observed posted in the front office area. Children will be signed in and out at the front office.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured at 1982.73 square feet, which is sufficient to accommodate the requested overall capacity of 48 Children

LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, 19 napping cots/mats, 5 cribs, bookshelves, and other activity supplies for the children. Infant toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via water dispensers in school age and pre school rooms and infants are given water bottles. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 02/09/24.

In the infant room, high chairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing table has at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via a wall that is four feet high. This barrier is made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in infant room. Needs and Services Plans and Sleep Plans are kept in the infant room.

LPA observed a total of 7 sinks and 7 toilets available for children’s use. These are sufficient to accommodate the requested overall capacity of 48 children. School age restrooms afford privacy for the children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be in the front office and use bathroom in the staff bathroom in the infant room.

Facility will provide breakfast, am snack, lunch, pm snack and after 5:30pm a meal. The kitchen area currently includes refrigerator, microwave, stove, mini fridge, sink. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via locks to entry into the kitchen also on bottom cabinets with child proof latches.

The facility currently has a fully fenced playground area for each component Fencing for school age and pre school with brick wall and chain link fence, infant area is fenced witha vinyl fence is at least four feet high. The total square footage for the outdoor activity space for the preschool is 2012.38 square feet, which is sufficient to accommodate the requested capacity. The total square footage for all the outdoor activity space for the infants is 454.94 square feet, which is sufficient to accommodate the requested capacity. And the total square footage for all the outdoor activity space for the school age program is 4107.05 square feet, which is sufficient to accommodate the requested capacity. Shade is provided via a

large avocado tree, and umbrellas in the school age site , the infant yard is fully shaded via awning. There are sufficient outdoor age-appropriate toys and play equipment available on the playground(s). There is a climbing structure on the school age and preschool playground which is properly anchored. There is adequate cushioning in fall zones of climber provided by via sand in the school age site.

Drinking water is available via water fountains. LPA observed all hazardous items on the playground(s) to be inaccessible to children. Applicant, Viviana Meza was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Results provided with no exceedances.



Applicant Ms. Meza was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care

recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Ms. Meza, applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.



A notice of site visit was given to Ms. Meza and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

The following corrections are needed prior to the issuance of the license:
1.Job descriptions with lines of supervision
2. Lic 401 Monthly Operating Statement with accurate numbers.
3. Lic 403 Balance Sheet with accurate numbers.
4. Financial Verification (bank statements)
5. In service training as per prior Notice of Incomplete Application.
6. Updated employe policies and procedures including update regarding employee medication.
7. Sub lease for Ms. Meza.
8. Loose Bricks surrounding tree in school age yard need to be anchored.
9. Remove Changing table for pre school that does not have a 3 inch border, will be using a changing mat from now on.
10. Lic200a with correct ages.
11. Cushioning material in pre school yard is a mat. However, it was hard. Applicant is to show that the rubber mat is made for the purpose of absorbing falls. Otherwise provide cushioning material that can be shown to absorb falls.
Applicant, Ms. Viviana Meza understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
