Licensing Program Analysts (LPAs) Pat Rivas and D. Valdez-Santana conducted a scheduled pre licensing inspection for a new license and met with applicant/director Ms. Rachel Ragsdale-Vasquez. This applicant is renting rooms, bathrooms and outside activity space and is within the same building as license 300606148 INT'L CHRISTIAN MONTESSORI ACADEMY OF ORANGE but different address.
Applicant is requesting to be licensed for 30 toddlers ages 18 months to 36 months in classrooms 2 and 3; 17 pre schoolers ages 3 to 5 years old in room 4. Days of operation Monday- Friday 7:30 to 5:30 pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Ragsdale-Vasquez that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Ms. Ragsdale-Vasquez stated they will be kept in the office area locked. Also there is a refrigerated medication will be stored in kitchen in staff lounge. Medications will be labeled and stored separate from license 300606148 . There is an operational carbon monoxide detector on site located in hallway. Children will be signed in and out prior to entering the facility and will be done in the office which is also shared.

LPA continued to tour the facility and measured all indoor and outdoor activity space, including toddler and pre school children rooms Total indoor activity space for toddlers

measured at 1080.94 square feet which is sufficient to accommodate the requested capacity of 30 toddlers. The indoor space for pre school children measured at 656.37 square feet which is sufficient to accommodate the requested capacity of 17 pre school children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via (own water bottles and will be providing watered filtered system.) LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 03/08/24.

LPA observed a total of 8 sinks and 6 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 30 toddlers ages 18 months to 36 months and 17 preschool children ages 3 years old to 5 years old. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the office. The bathroom will be the staff bathroom. Part of the staff in service training includes universal precautions.

Sleep logs are kept in the toddler room . Needs and Services Plans are kept in toddler option rooms.

Facility will not provide any food and will have family's provide food. A plan will be in place if child forgets food, which includes but is not limited to having snacks on hand, purchasing meals.

Staff kitchen has a microwave, stove, dishwasher.



The facility currently has a fully fenced playground area. Fencing is brick and wood. brick is at least four feet high. The total square footage for pre school yard is 6097 square feet which is sufficient to accommodate the requested capacity for the pre school children. The pre school yard will be shared with license number 300606148 a waiver will be required. There are sufficient outdoor age-appropriate toys and play equipment. The toddler yard measured at 656.7 square feet which insufficient to accommodate 30 toddlers. A waiver request will be submitted.

There is a climbing structure on the playground for children ages 2 to 6 years old which is properly anchored. There is inadequate cushioning in fall zones of climber provided by sand. Drinking water is available via water bottles and a jug filled with filtered water. Ms. Ragsdale-Vasquez. was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

LPA discussed the safe sleep regulations with applicant, Rachel Ragsdale-Vasquez and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicant, Ms. Ragsdale-Vasquez of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.”

Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. “

The following corrections are needed prior to the issuance of the license:
1. Extra bedding for mats
2. Diaper changing table
3. Provide sufficient mats for napping .
4. first aid kit including first manual
5. Post required licensing documents

6. desk and filing cabinets for office

7. Plan in case children forget snacks and food

8. Chimes in room 2, 3, 4- As chimes in place are not audible.

9. Plan on how unauthorized individuals are prevented from coming into facility through the parking lot.

10. telephone service-The cell phone will be kept at facility during operating hours.
