Licensing Program Analysts (LPAs) Pat Rivas and R. Castanon conducted a scheduled pre licensing inspection for a new license and met with applicant/director Ms. Nancy Hanna. Also present were Mr. Sameh William (husband) and Youstina "Tina"William (daughter).
Applicant is requesting to be licensed for 44 preschoolers (2 to 6 years) in classrooms Rooms 1, 2, 4 and 5 infants (ages 6weeks to 24 months ) in room 3. Hours of operation will be ( Monday-Friday 7am to 6pm).

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Hanna that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Ms. Hanna stated they will be kept in the office/kitchen area in locked cabinet or in refrigerator. A fully equipped first aid kit is located in each room. There is an operational carbon monoxide detector on site located in office/kitchen. All required licensing documents were observed posted in room #1 which is located near the front door. Children will be signed in and out at prior to entering the facility.

LPA continued to tour the facility and measured all indoor and outdoor activity space, including infant and pre school children rooms Total indoor activity space

measured at 2206.71, square feet which is sufficient to accommodate the requested capacity of 44 Children and 5 infants. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via (own water bottles and will be providing bottled water if children forget bottles until the Lead Testing is completed and determined not to have an exceedance ). LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 03/04/24.

LPA observed a total of 5 sinks and 5 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 5 infants and 44 preschool children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the office. The bathroom in room #1 will be used. The children in Room #1 will then use bathrooms in room 2.

High chairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing table has at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via a plexi glass partitions . This barrier is

at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in the infant room . Needs and Services Plans and Sleep Plans are kept in infant room.

There is at least one potty seat or toilet for every five infants.



Facility will provide two snacks and lunch. The facility is a nut free facility. The kitchen area currently includes (stove, refrigerator and 2 microwaves & SINK). The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via child gate.


The facility currently has a fully fenced playground area. Fencing is wrought iron and brick is at least four feet high. The total square footage for all the outdoor activity space is 5254.57 square feet, which is sufficient to accommodate the requested capacity. The yard included a separate side yard for the infants. The front yard was separated into two sections by a wrought iron fence that is not 4 feet tall. Shade is provided via umbrellas, side awnings, and infant area is shaded by three point shades. There are sufficient outdoor age-appropriate toys and play equipment

available on the playground. There is a climbing structure on the playground for children ages 2 to 6 years old which is properly anchored. There is adequate cushioning in fall zones of climber provided by rubber chips. The fall zones for swings is sand. Drinking water is available via water bottles. The infant area has no climbing equipment. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant, Ms. Hanna was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).


LPA discussed the safe sleep regulations with applicant, Nancy Hanna and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicant, Ms. Hanna of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.”


Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. “

The following corrections are needed prior to the issuance of the license:
1. Extra bedding for cots and cribs
2. Diaper changing procedure
3. Emergency bags with list of items
4..Wood Cover for gas piping and water heater to be sanded and painted
5.. Sea Saw to be painted and sanded.
6. Infant room- A gate to separate the napping area is needed .
7. Final review of documents.
