Licensing Program Analysts (LPAs) Pat Rivas and V. Trinh conducted a scheduled pre licensing inspection for a new license and met with designated applicant, Joseph Haikal, Board Member, Sonya Haikal, Director Kenya Meneses, , Melissa Wigton Director of Operations, Monica Gilbert Operations Manager, Alice Bubentsova, Operations manager for the purpose of conducting a pre licensing inspection. Also present were various proposed staff setting up classrooms.
Applicant is requesting to be licensed for 94 preschoolers (2 to 5 years) in classrooms Rooms 3, 4, 5 and 6 and 8 infants (ages 6weeks to 18 months ) infant room. 12 Toddler Options (18 months to 36 months) in Toddler room. Hours of operation will be ( Monday - Friday 6:30am to 6:30pm).

All indoor and outdoor activity space utilized for the children was inspected today. LPA's informed Ms. Gilbert that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.
There are web cams that can be viewed by parents for their individual child's room. Only Director, Assistant Director and Administrative staff,(upper management) can access the video. The camera is a live feed. Cameras are operational 24 hours . Video storage is for 2 days but if things change applicant will advise assigned LPA. Cameras will not be used to substitute for supervision. When medications are on site, Ms. Gilbert stated they will be kept in the office/kitchen area in locked boxes or in refrigerator. A fully equipped first aid kit is located in the office. There is an operational carbon monoxide detector on site located in office/kitchen and throughout the facility.

All required licensing documents were observed posted in hallway. Parents sign in and out prior to entering the facility via a computerized system which each parent/ guardian is provided a unique four digit pin. There is also hard copies available if computer system fails.

There is a separate and complete kitchen with refrigerators, sinks, microwave, hot plate and oven.
There is a separate staff lounge equipped with a washer dryer, refrigerator, sink and water dispenser.
LPA's continued to tour the facility and measured all indoor and outdoor activity space, including infant and pre school and toddler children rooms Indoor activity space

for the preschool and infant room measured at 3803.35 square feet and the toddler room measured at 450 square feet which is sufficient to accommodate the requested capacity of 94 Children, 8 infants and 12 toddlers option children with the inside space. LPA's observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via drinking faucets and they will bring their own water bottles. This facility is a brand new building that was completed in 2024. LPA's observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 04/01/24 with special condition of "fire clearance approved under the conditions set forth in permit #2205-259. see sketch for OL. Sketch shows Rm 6 with OL 12, Rm 3 with OL 24, Room 5 with OL 24, Room 4 with OL 34. Infant room with OL 8, Toddler Option room with OL 12. Mr. Haikal provided Certificate of Occupancy from City of Orange for 132.

LPA's observed a total of 13 sinks and 10 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 8 infants and 94 preschool children
and 12 Toddler Option. (Of the 13 sinks and toilets 2 sinks and 2 toilets are designated for Toddler option) There are two separate staff restrooms equipped with a total of 2 toilets ,and one urinal and a 2 sinks. The isolation area for children who are ill will be the office. One of the staff restrooms will be designated for the ill children.

High chairs and feeding tables have broad based legs. High chairs are made of wood. Changing tables have at least 1” padding covered with moisture resistant, washable material. Sides of the changing table are at least 3” high and the changing tables are within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via a wall that is at least 4 feet high and windows. This is made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in the infant room . Needs and Services Plans and Sleep Plans are kept in infant and toddler rooms.

There is at least one potty seat or toilet for every five infants.


Facility will provide two snacks and lunch. The facility is a nut free facility. The kitchen area currently includes (stove, refrigerator and 2 microwaves & SINK). The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via locked door.

The facility currently has two fully fenced playground area. Fencing is wrought iron and brick and is at least four feet high. The total square footage for the preschool outside play area is 3391 square feet which is insufficient to accommodate the requested capacity. A waiver request was provided. Shade was provided by three point shades. There are sufficient outdoor age-appropriate toys and play equipment and supplies for each categories. The toddler yard is separate and measured at 1111.05 square feet which is sufficient to accommodate the toddler option children.

The applicant indicated they wished to use the toddler playground for infants and 12 preschool children who will be the younger 2 year olds. A waiver request was submitted.

There is a climbing structure on both playgrounds for children ages 2 to 5 years old which is properly anchored. The equipment is clearly marked with stickers noting the age group the equipment is designed for. There is adequate cushioning in fall zones of climber provided by synthetic Turf with" 1.5 inch Thick Impact Attenuating (shock Absorbing) Foam Pad. Applicant provided copy of Inspection of Play and Shade Structures and Synthetic Turf Installation which was inspected on 10/21/23 by J Lal Certified Playground Safety Inspector. Drinking water is available via water bottles and drinking faucets. LPA's observed all hazardous items on the playground to be inaccessible to children.

A discussed the safe sleep regulations with applicant Joseph Haikal and discussed the Child Care Licensing Safe Sleep web page at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed applicant, of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.”



Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.
