On 05/31/24 at 9:00am , Licensing Program Analysts (LPAs), P Rivas and K Navar conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPAS met with Applicant/Facility Representatives P Mehta, P Patel and Director, Ms. Roe. Applicant is requesting to be licensed for 60 infants ages 6wks to 24 months in rooms 1,2,3,4,and 5, 168 preschoolers ages 25 months through 6 years old in rooms 6,7,8.9.10.11,12,13,14,15 rooms. Hours of operation will be Monday through Friday 7:00am through 6:00pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Mehta, Ms. Patel and Ms. Roe that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities and to have exits secured. When medications are on site. Ms. Roe stated that they will be in a closet in the Director's office. There is also a refrigerator available for medication requiring refrigeration. A fully equipped first aid kit is located in Director's Office, Co. Officer's office, and in kitchen. There is an operational carbon monoxide detector located throughout the facility connected with the smoke detectors. Children will be signed in and out in the main lobby via Open Path, a code will give given to each child's authorized representative.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured at 7859.82 square feet which is sufficient to accommodate the requested capacity of 60 infant and 168 pre school children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children, napping cots/mats for infants who can climb out of a crib, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard Drinking water is available in the classrooms via own water bottles and filtered water. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. No smoking is allowed. Fire clearance was granted on May 28, 2024.

High chairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via plexy glass and wooden acoustic boards. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in crib area and

classrooms. Needs and Services Plans and Sleep Plans are kept in classrooms and office.
LPA observed a total of 44 sinks and 16 toilets available for children’s use. ( There is a diaper changing table in rooms 1-7 ).These are sufficient to accommodate the requested capacity of 228 children. There are separate staff restrooms equipped with a toilet and a sink. (total 2 toilets 2 sinks)The isolation area for children who are ill will be the conference room or the directors office and one of the staff bathrooms will be used. There will be no potty training.

Facility will provide snacks. If child forgets lunch mac and cheese, fruits, juice will be provided.. The kitchen area currently includes sinks, refrigerator, microwave and kettle. The kitchen area and food storage areas were observed free of rodents and/or vermin. Hazardous items in kitchen are inaccessible to children via locked door. A washer and dryer are located on premises.
The facility currently has four fully fenced playground areas. One is separate for infants and there are three areas for pre school children. Fencing is wrought iron and is at least four feet high. The total square footage for all the outdoor activity space is 12,278.52 square feet which is insufficient to accommodate the requested capacity. Playground waivers to share playgrounds (both infant and pre school) will be submitted . Shade is provided via fixed canopy shades. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 2 to 12 years old and one for 6 months to 24 months which are properly anchored.

There is adequate cushioning in fall zones of climber provided by turf . "The Tiger Playground has properties of 2 inch pad thickness. The drop height is 6.0 feet, filled with 2lbs square ft of acrylic coated sand tested over compacted aggregate." Applicants Ms. Mehta and Patel were reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Building was built in 2024.


Facility has camera use plan not intended for supervision and not in classrooms.
Prior to licensure
1. Waiver will be submitted for playground use.
2. Final review of documents.
