On 10/28/2024 at 10:00am, Licensing Program Analyst (LPA), Romy Castanon conducted an announced Pre-Licensing inspection for a change of ownership. Upon arrival, LPA met with Applicant Parag Laddah and Center Director Kristine Peterson. Applicant is requesting to be licensed for 119 preschool children ages 2-6 years old and infants ages 0-2 years old. The preschool classrooms are #1 Preschool 3, #2 Preppers B, Room #3 Preschool 2, Room #4 Preschool 1, Room #11 Twaddler B, Room #10, Twaddler A and #6 Preschool. Infant rooms are #5 (previously Preppers A) Toddler C, Room #9 Toddler B, Room #8 Toddler A, Room #7 Infant. Hours of operation will be Monday-Friday 6:30am-6:30pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Applicant and Director that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Director stated that they will be located at the front desk. A fully equipped first aid kit is located in in a red backpack near the entrance of every room. There is an operational carbon monoxide detector on site located in Room #6. All required licensing documents were observed posted at the facility’s front entrance. Children will be signed in and out at the front desk area.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 7072.57 square feet, which is sufficient to accommodate the requested capacity of 163 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filtered water dispensers. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 04/17/2024.

High chairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. (Continue to page 2)

Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via wood and plexiglass. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in crib area. Needs and Services Plans and Sleep Plans are kept in a binder in each classroom.

There is at least one potty chair or toilet for every five infants. LPA observed a total of 29 sinks and 12 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 163 children. There two separate staff restrooms equipped with a toilet and a sink. The isolation area for children who are ill will be the Director’s office and a staff restroom.


Facility will provide breakfast, lunch and snacks. The kitchen area currently includes two refrigerators, sink, three microwaves, three crock-pots and a rice cooker. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via keyless keypad door lock.

The facility currently has a fully fenced playground area. The vinyl panel fencing is at least four feet high. The total square footage for all the outdoor activity space is 11,961.5 square feet, which is sufficient to accommodate the requested capacity. Shade is provided via canopy and easy up tents will be placed in the grass area of the preschool yard. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the infant playground for children ages 6-23 months and 2-5 years old in the preschool playground which are both properly anchored. There is adequate cushioning in fall zones of climbers provided by artificial turf in the infant and grass area of the preschool and Pour & Play in the preschool yard. Drinking water is available via large water jugs. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant Parag was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). (Continue to page 3)

LPA reviewed with Director the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted. LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.



Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The following corrections are needed prior to the issuance of the license:
1. Corrected fire clearance (room 5 is infant)

2. Easy Up tents for preschool playground

Applicant and Director understand that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.

Exit interview conducted and report was reviewed with the Director Kristine Peterson. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. (End of Report)
