Licensing Program Analysts (LPAs) Thompson and Long conducted an unannounced complaint investigation. This is a continuation of the investigation initiated on 06/24/2025. Upon arrival, LPA met with Director Angela Briones, to deliver complaint findings. Director guided LPAs on a tour of the facility. LPAs observed 12 preschool age children with three preschool age staff and eight infants with four staff.

During the inspection it was determined the facility is operating within its licensed capacity and within compliance of staffing ratios. A review of the facility personnel report Summary indicates all facility staff or other individuals who required caregiver background checks have received criminal record and child abuse index clearances or exemptions.

The Orange County Childcare Office received a complaint on 06/19/2025, with two allegations (1) Staff member spoke to infants in an inappropriate tone, and (2) Staff member did not provide adequate supervision to infants.

During the investigation LPA interviewed the reporting party, interviewed eight staff, interviewed five parents, reviewed staff files, reviewed children files, retrieved incident reports, performance improvement plans, and obtained the facility roster.

Reporting Party (RP) alleges staff member spoke to infants in an inappropriate tone. RP mentioned a staff member often spoke in a tone that is inappropriate toward the children and told children to, "stop, no, sit down" in an irritated tone, but was not yelling. On 6/24/2025, LPA interviewed eight staff. Eight staff interviewed stated they have never spoken to children in care in an inappropriate tone at the facility. Seven out of eight staff interviewed stated they have never witnessed other staff speaking to children in an inappropriate tone. One out of the eight staff interviewed stated they heard a staff tell a child to stop and be quiet but not in a loud voice. On 06/24/2025, LPA contacted nine parents via phone call. Out of nine parents called, LPA was able to interview five parents. Parents interviewed did not divulge any information pertaining to the allege allegation, staff member spoke to infants in an inappropriate tone. Based on the information gathered during interviews with staff, parents, and reporting party; there is not enough preponderance of evidence to prove the alleged violation did or did not occur. Children were not interviewed due to age and being nonverbal.

RP mentioned, children would get hurt often while in this staff member's care, and they would not communicate the incidents to other staff. On 6/24/2025, LPA interviewed eight staff. Eight staff interviewed all stated they feel like they are providing adequate supervision to children in care. Two out of eight staff interviewed mentioned a staff member could interact more and provide more attention to children in care. All staff interviewed stated if a child is injured, incidents are logged into the ProCare app, injury reports are created, and parents are notified. All staff interviewed mentioned they haven’t been aware of a child injury not being reported. On 06/24/2025, LPA reviewed incident reports and observed incident reports being reported by the staff member mentioned by the RP. On 06/24/2025, LPA contacted nine parents via phone call. Out of nine parents called, LPA was able to interview five parents. Based LPA observation, documentation reviewed, interviews with reporting party, staff and parents, there was not enough evidence to substantiate the allegations.

The Orange County Childcare Office has investigated the complaint alleging (1) Staff member spoke to infants in an inappropriate tone, (2) Staff member did not provide adequate supervision to infants: although the allegations may have happened or is valid, there is not enough preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.


In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit.

A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Director Angela Briones.
