On July 17, 2024 at 9:00, Licensing Program Analyst (LPA), Patricia Rivas conducted an announced Pre-Licensing inspection for a new Upon arrival, LPA met with Facility Representative/Director Stephanie Strand and Assistant Director, Inez Gonzalez. Applicant is requesting to be licensed for 60 preschoolers (ages 2 to 6 years old) in classrooms Discovery preschool 1, Discovery preschool 2, preschool and pre-k and 48 infants (ages 6weeks to 24 months) in rooms Infant1, Infant2, Infant 3, Toddler 1, Toddler 2 and Toddler 3 (toddlers do not refer to toddler option). Hours of operation will be Monday -Friday, 6:30am to 6:30pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Strand that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities and to ensure exits are secured.When medications are on site, Ms. Strand indicated life saving medications will be kept in individual classrooms in safety sack emergency medicine storage bags (description indicates child resistant child proof safety lock with reclosable slide zipper )in a higher cabinet and other medications to be kept in director's office in locked cabinet. classroom. There is an operational carbon monoxide detector on site located throughout facility. All required licensing documents were observed posted in the front hallway. Children will be signed in and out at vestibule.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured at 5031.58 square feet, which is sufficient to accommodate the requested capacity of 108 Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots ( for infants who can climb out of a crib) bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Infant feeding chairs, plastic seats are in good repair and trays lock onto chairs. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. A diaper changing table in each room except pre-k and pre school rooms. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via plexi glass wall. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Director will supply the required fixtures, furniture equipment and supplies for the needs of the children enrolled into facility. Sleep logs are kept in rooms. Needs and Services Plans and Sleep Plans are kept in rooms .

Drinking water is available in the classrooms via water own water bottles or water obtained from water filling stations (filtered). LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on June 12, 2024, the facility sketch provided to the fire department included "indoor playground". Director reports indoor playground will be used as scheduled indoor activity once per week, not used for inclement weather changes.

LPA observed a total of 25 sinks(8 sinks are used for diaper changing table) and 8 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 108 children. There are two separate staff restrooms equipped with a toilet and a sink in each. . The isolation area for children who are ill will be the director's office and will use one of the staff bathrooms.



Facility will provide snacks and lunch. The kitchen area currently includes, steamer, convection oven, crock pot, blender, dishwasher freezer and refrigerator. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via locked doors

The facility currently has three fully fenced playground area. Fencing is wrought iron is at least four feet high. The total square footage for all the outdoor activity space is 3381.41 square feet for both infant yards and 2502.05 for preschool yard,

devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.”

Ms. Strand was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. “



There is adequate cushioning in fall zones of climber provided by turf with with 1.5 inches with a 1 inch foam pad under tuf. Drinking water is available via jugs refilled with water from filling stations. LPA observed all hazardous items on the playground to be inaccessible to children. Ms. Strand was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

which is insufficient to accommodate the requested capacity. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted prior to licensure. Shade is provided via canopies. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the north infant playground for children ages 6 to 23 months per manufacturer's sticker, which is properly anchored.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS has been submitted to the Department.
