On May 30, 2024 at 9:00am , Licensing Program Analyst (LPA), (P Rivas)conducted an announced Pre-Licensing inspection for a change of ownership. Upon arrival, LPA met with Applicant/Facility Representative Ms. Jessy Wang and Director Stephanie Manco. Applicant is requesting; 21 infants(6 wks to 18 months) in rooms 1 and room 2; 24 toddlers(18 months to 36 months) in room 3 and 144 pre schoolers (ages 2-6 year olds) in rooms 5 through 12. There is no room #4. Hours of operation will be 7am to 6pm Monday through Friday.
All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Ms. Wang that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPA advised to ensure doors/ gates are all secured. When medications are on site, Ms. Manco stated that they will be in a higher cabinet located in each classroom. A fully equipped first aid kit is located in the office, classrooms also have first aid kits. There is an operational carbon monoxide detector on site located in kitchen and each classroom. All required licensing documents were observed posted in the lobby. Children will be signed in and out in the lobby via electronic method but will have paper sign in/out sheets if issues arise with system. Each authorized individual will be given a qr code.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 6865.11 square feet which is sufficient to accommodate the requested capacity of 189 Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. 9 cribs, napping cots/mats for infants who can climb out of a crib, bookshelves, and other activity supplies for the children. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Ms. Manco advised they will not enroll more than 9 infants who are not able to climb out of cribs. Drinking water is available in the classrooms via own water bottles and are refilled with filtered water from facility. LEAD TESTING WAS done on 12/15/22 no exceedences were documented.. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Smoking is not allowed. Fire clearance was granted on 04/23/24 with occupancy code of "E, I-4. LPA emailed Inspector for clarification .

LPA observed a total of 21 sinks and 18 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 189 children.(this includes 3 sinks and 2 toilets solely for toddler option program) There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the office and the staff bathroom will be used.

LPA observed, High chairs and feeding tables have broad-based legs, plastic seats are in good repair and trays lock onto chairs. High chairs are made of washable, moisture-resistant material. Changing tables have at least 1” padding covered with moisture-resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via plexy glass wall. Sleep logs are kept in crib area. Needs and Services Plans and Sleep Plans are kept in office and classroom for teacher. Infants who reach 18 months will be placed in the toddler option program.

Facility will provide lunch and snacks. The kitchen area currently includes stove, refrigerators, oven, microwave, dishwasher sinks. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via locked doors.


The facility currently has a 4 fully fenced playground area two for pre school children, one for infants and one for toddler option. Fencing is chain link and is at least four feet high. The total square footage for all the outdoor activity space is 30401.72 square feet, which is sufficient to accommodate the requested capacity. Shade is provided via canopy shades. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There are climbing structures on the playground for pre school children which are properly anchored.

There is adequate cushioning in fall zones of climber provided by pour and play. Drinking water is available via children's water bottles or water jug filled with water from a filter. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant, Ms. Wang was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



The following corrections are needed prior to the issuance of the license:
1. Barrier wall in infant room #1 shall be at least 4 feet high per 101438.3(b)2 Indoor Activity Space for Infant- Picture of wall showing that it is 4 feet high can be sent to LPA as proof.
2. Corrected Fire Clearance (clarifying which rooms are cleared as I4 and E)
3. Final Review of documents
