On December 18, 2024 at 9:45am, Licensing Program Analysts (LPAS), (P Rivas) and R Castanon conducted an announced Pre-Licensing inspection for a change of ownership and met with Ms. Cheryl Molenkamp, Director, Ana Field, Designated Applicant and Cibele Maia Laves,Director. Applicant is requesting to be licensed for 48 preschool children ages 2 to 5 years old in Rooms 1, 2, 3, & 7; Hours of operation will be Monday through Friday 7:00am to 6:00pm.

There is an elementary school on the premises under the Department of Education and facility has provided the Private School Affidavit. Name is Stratford School Laguna Niguel.There is a separate playground and bathrooms.
All indoor and outdoor activity space utilized for the children was inspected today. Present during today’s inspection were 24 preschool & infants/toddlers with 7staff members.(under license number 304370715 & 304371060) Appropriate ratios and supervision were observed . LPA informed Ms. Molenkamp and Field that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. A fully equipped first aid kit is located in front lobby. There is an operational carbon monoxide detector on site located in all rooms 1, 2, 3 & 7. All required licensing documents were observed posted in the front entrance. Children will be signed in and out at front entrance using Pro Care system. Staff can provide a hard copy to LPA upon request. A paper sign in sheet is available if computer system is non operational.
LPAs continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured at 1684.12 Square feet, which is sufficient to accommodate the requested overall capacity of 48 Children. napping mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via children's own water bottles. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted for 48 children ages 2 to 5 years old in rooms 1,2,3,& 7 on 11/12/24 With Special condition ;"Rooms 1,2,3, & 7 approved for 12 preschool children for total capacity of 48." Rooms have a two way mirror which only staff have access to view. LPAs observed cameras in place but were advised these will be removed on Friday 12/20/24.

LPA observed a total of 9 sinks and 8 toilets available for children’s use. There is a staff bathroom that includes one toilet and one sink. These are sufficient to accommodate the requested overall capacity of 48 children. The isolation area for children who are ill will be the Director's office. A toilet and sink in lobby will be designated for sick children's use.



Facility will no provide any meals or snacks. They will make available for purchase hot lunch. If children forget food a call will be made to parents, or will also have extra "Choice Lunch" and company funds available. Food will be delivered and have a warmer and refrigerator and will be removed daily.

The facility currently has a fully fenced playground area.Fencing is wrought iron and cinder block and is at least four feet high. The total square footage for all the outdoor activity space for the preschool is 3954 square feet, which is sufficient to accommodate the requested capacity. Shade is provided via o sail shade, canopies, and 3 umbrella and trees. There are sufficient outdoor age-appropriate toys and play equipment available on the playground(s). There is a climbing structure on the preschool playground for children ages 2 to 12 years old . Per applicant; Children under 12 will be assisted by staff when using the climbing equipment and only allowed to use portions that they are developmentally capable of using.

Drinking water is available via children's own water bottles which can be refilled in the refillable station. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant Ms. Field was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).



Ms Field, applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, medications will be kept in director's office in a locked container(if needed also a refrigerator) Life saving medications will be kept locked in the classrooms. LPA reviewed with applicant, Ms Field the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Ms. Fields was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
