On 03/21/2025 at 9:00am, Licensing Program Analyst (LPA), Romy Castanon conducted an announced prelicesing inspection to decrease the facility’s preschool capacity, increase school age capacity, add a toddler option component and switch a school age classroom. This is a single license conversion. The existing license numbers (304270975, 304270976 & 304270977) will be consolidated with the new assigned license number (304371721). Upon arrival, LPA met with Applicant/Executive Director Nicole Anderson. Co-Director Maria Lopez was also present during today’s visit. Applicant is requesting to be licensed for 8 infants ages 6wks-24mos in the Infant Room, 17 toddlers ages 18mos-36mos in Green Room (previously as school age room), 59 preschool children ages 2-6 yrs in Purple and Orange Room, 24 school age children ages 6-12yrs in Blue Room (previously preschool room).

Review of Criminal record clearances were verified through Guardian. All staff were fingerprinted and cleared. There were 56 children and 11 staff present during today's inspection. Facility hours are Monday-Friday 6:00am to 6:00pm.

During today's visit LPA measured Green Room for toddler component use for a total of 596.60 square feet which is sufficient to meet the capacity requested for the toddler option program. LPA measured the Blue Room that will be used for school age use for a total of 857.39 square feet which is sufficient for the requested school age capacity of 24.

The furniture fixtures and supplies are age appropriate and sufficient for the capacity requested including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. The facility needs a changing table that has 3-inch sides and will be within hands reach of a sink. Drinking water is available in the classrooms via water jug and the children’s own water bottles. LPAs observed all hazardous items to be inaccessible to children. There are 9 toilets and 10 sinks available for children’s use and one toilet is designated for the toddler option children. A separate staff restroom and Director’s office are designated when children are ill. There are no bodies of water or weapons on the property. (Continue to page 2)

The toddler component will share the yard with the preschool and school age component. A shared playground is already in place and a new request will be submitted to include the toddler component. The outside activity space measurements based off report dated 08/25/2016 measured 7,379.77 square feet which is sufficient for the requested capacity although, a shared playground waiver approval is needed. The Toddler Playground will be completely enclosed by a fence and Executive Director will send photos when fencing is completed. The equipment on the playground is age appropriate excluding the climbing structure and tricycles. Executive Director states the playground is covered with artificial grass, which is over two inches of sand and gravel. There is at least two inches of padding added under the fall zones. Executive Director reports there have been no recent injuries to children from falling on fall zone. Water is provided via water jug outdoors and children bring their own water bottles.

Executive Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA reviewed the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted with Executive Director.

LPA discussed the safe sleep regulations with Executive Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed Executive Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Executive Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication.

The following corrections are needed prior to the issuance of the license:
1. Waiver request and approval for shared playground

2. Photos of playground separation for toddler component

3. Photo of furnished toddler component Green Room with changing table

4. Full review of application packet

Executive Director understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.

A capacity increase for school age, decrease for preschool, toddler component addition and room change may be granted after the above requirements are met and a final file review is conducted.
