On 02/25/2025 at 9:15am, Licensing Program Analyst (LPA), Romy Castanon conducted an announced Pre-Licensing inspection for a new license for Room #3, address 33495 Del Obispo St. Dana Point, CA 92629. (Facility location has two separate addresses. Rooms 1, 2 and 4 are next door under address 33501 Del Obispo Dana Point, CA 92829, Facility #304371710.) Upon arrival, LPA met with Applicant Megha Vashi. Director Lena Swinson and Mr. Pranav was also present during today’s visit. Applicant is requesting to be licensed for 34 preschoolers ages 2-6 years old in classroom #3. Hours of operation will be Monday-Friday 7:30am-5:30pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Applicant that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Applicant stated that they will be in Director’s area under lock and key. A fully equipped first aid kit is located in the Director’s area. There is an operational carbon monoxide detector on site located in Room 3. All required licensing documents were observed posted in the Director’s area near the facility entrance. Children will be signed in and out at the front of the facility fenced in walkway entrance.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 1115.88 square feet and has a certificate of occupancy for address 33495 which allows for less than 34 children ages 2-5 years and older which is sufficient to accommodate the requested capacity of 34 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via kitchen filtered water dispenser for refills and the children’s own water bottles. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 02/19/2025 with the following notes: “Initial inspection on 09/17/2024 – Per City of Dana Point, infants not allowed in 33495 & 33501 combined max capacity is 77.” (Continue to Page 2)

LPA observed a total of 3 sinks and 2 toilets available for children’s use. These are not sufficient toilets to accommodate the requested capacity of 34 children. A shared restroom waiver has been submitted by applicant. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the Director’s area.

Facility will provide snack and lunch will be optional. The kitchen area currently includes one refrigerator, one stove, one microwave, an insta pot, one sink, one mixer and water dispenser. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via door and lock.

The facility currently has three fully fenced playground areas that will be shared with the 33501 address. A shared playground and staggered schedule waivers have been submitted. The wrought iron fencing is at least four feet high. The total square footage for all the outdoor activity space is 3243.83 square feet, which is not sufficient to accommodate the requested capacity. A playground waiver has been submitted for address 33501 to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. Shade is provided via trees and shade sails. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 2-6 years old which is properly anchored. There is adequate cushioning in fall zones of climber provided by sand/dirt that is covered by artificial turf. Drinking water is available via children’s own water bottles and kitchen water filter dispenser. LPA observed all hazardous items on the playground to be inaccessible to children. Applicant was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).


Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA reviewed with the LIC 311A with Applicant, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.LPA discussed the safe sleep regulations with Applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The following corrections are needed prior to the issuance of the license:
1.Review and approval of all waivers (shared indoor/outdoor space, shared Director/staff and shared restrooms.
2.Fire clearance typo correction.
3.Final review of application
