25 | Licensing Program Analyst (LPA) Rose Ruppert made an announced visit to the facility for the purpose of conducting a pre-licensing inspection. LPA met with Administrator (AD) Geisel Sanchez. An application for a Change of Location (CHOL) to operate a Residential Care Facility for the Elderly (RCFE) was received by our agency on January 29, 2025 for a total capacity of six non-ambulatory residents. The facility is approved for six residents on hospice.
The facility is a one-story home with four client bedrooms, two bathrooms, a living room, a kitchen, a dining area, and an attached two car garage. A fire door separates the common areas from three of the resident bedrooms. All exiting doors had alarm notifications. There are backyard exit gates on the sides of the house that are self-latching and unlocked. There is a shaded seating area and LPA did not observe any obstacles in the backyard. LPA observed the See Something, Say Something poster (PUB 475), Personal Rights, Visiting Hours and Emergency Disaster Plan in the facility mounted on the wall in the kitchen area. All toxic chemicals, cleaning solutions, and disinfectants are inaccessible to residents and will be stored and locked underneath the kitchen sink.
Resident bedrooms had the required furnishings. LPA observed all beds had linens and blankets. Medications will be stored in a locked cabinet in the kitchen. The first aid kit had all the required elements. Reading materials and an activities calendar were observed in the living room with a phone for resident use. A supply of two-day perishables and seven-days of non-perishable food were observed in the kitchen pantry area. Smoke detectors and carbon monoxide detectors tested operational. Gas burner stove, dishwasher, refrigerator, microwave, washer, and dryer are operational. The hot water temperatures in two of two bathrooms measured between 118.2 to 120.0 degrees Fahrenheit. A fully charged fire extinguisher was serviced on October 10, 2024.
LPA conducted the Component Three Orientation with AD. AD was notified that the final application approval will be issued by the Centralized Applications Bureau in Sacramento. An exit interview was conducted and a copy of this report was provided to Licensee.
