Licensing Program Analysts (LPA) met with Licensee, Joan Childs, for the purpose of an unannounced required 1-year inspection. All individuals subject to criminal background review have obtained a criminal record clearance. At 11:20 a.m LPA took a census. There was no children present during today's visit.
Licensee's facility is located in the small cottage, separate of the main house with it's own play yard enclosed. Licensee is occasionally active. Currently licensee does not have children and is fixing the childcare house before taking in children.

Licensee guided LPA on a tour of the facility, and a health and safety inspection was conducted in all areas accessible to children. Off-limits areas include the entire main house. This is a change from previous, as licensee has never used the main home. Licensee acknowledged that children must never enter the main house. LPA observed the required postings, a working phone and a 2A10BC fire extinguisher. Ammunition and firearms are stored in the main house which is off limits to the childcare.

There is an in-ground pool on the property which is surrounded by a chain link fence. Licensee states she was approved with that fence through the county. There is a pond in the back of the main home. Licensee states she was licensed with the pond through the county. There is no fireplace. There is no stairs in the childcare. Outdoor play space is fenced.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA reviewed children’s files. A current roster is being maintained and fire and disaster drills are documented. The licensee's immunization records for measles (MMR), pertussis (Tdap), and the flu are available in the facility file. Licensee was reminded to keep CPR and Mandated reporter training current.

Licensee explained that school aged children may be present for the summer if the property has the necessary maintenance done that she would like beforehand.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment


Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual-Regulation Interpretations and Procedures for Family Child Care Homes Sections 102417.

When any IMS is provided an updated Plan of Operation that includes IMS must be submitted to the department. There are no Title 22 deficiencies.
