On August 15, 2025, Licensing Program Analysts (LPA) Lea Habtom met with director, Patricia Perez, to deliver the findings of a complaint. Upon arrival, LPA observed 4 preschool children being supervised by the director. Two more child arrived during the inspection bringing the census to 6 preschool children. All staff present during today’s inspection have fingerprint clearances and associations.

Unqualified staff are supervising children in care

During the investigation, LPA Habtom conducted interviews, observation and reviewed records regarding the allegation that unqualified staff are supervising children in care. The reporting party expressed concern that four staff did not have early childhood education units. These 4 staff were said to be operating in the capacity of a teacher by the owner and or director. From the 4 staff, LPA verified that 2 staff are fully qualified, one had 9 units and the other lacked proof of transcripts at the facility. LPA attempted to get in contact with the last 2 staff that are lacking either transcripts or complete transcripts but LPA was unsuccessful. Based on the information gathered LPA L. Habtom cannot determine if all 4 staff named were fully qualified based on the limited documents verified therefore the outcome is UNSUBSTANTIATED. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the allegations did or did not occur.

Uncleared adult supervises children in care

During the investigation, LPA Habtom conducted interviews and observation regarding the allegation an uncleared adult supervises children in care. The reporting party stated a staff member was left to supervise children with no fingerprint clearance. Staff, children, parent and the owner interviews disclosed that the person in question was not a teacher. The owner states the person in question was hired as a custodian after school hours when children were not present at the facility. An additional interview and documents collected revealed that the person named in the complaint was employed at the facility. Based on a combination of interviews and documents collected, LPA was able to determine that the person in question was employed but is unsure to what capacity the person in the complaint held therefore the allegation uncleared adult supervises children in care is to be UNSUBSTANTIATED. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the allegations did or did not occur.

Staff handle child inappropriately and a child was left unattended for an extended period of time



During the investigation, LPA Habtom conducted interviews and observation regarding the allegation that a staff member handled a child inappropriately and a child left unattended for an extended period of time. LPA Habtom was unable to gather enough information from the reporting party and staff to validate or invalidate the allegations that a staff member handled a child inappropriately and a child was left unattended for an extended period of time therefore the outcome is UNSUBSTANTIATED. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the allegations did or did not occur.

No Title 22 regulations were issued during today's inspection. This report was reviewed with director, Patricia Perez. A notice of site visit was provided to be posted for 30 days. Appeal rights provided.
